Recruiting for a Principal Policy and Strategy Development Officer to work for a leading client the Rail Industry based in Manchester.
Role Purpose:
Act as the client's primary specialist in a role that is critical to policy and strategy development, supporting the delivery of the Strategic Transport Plan and its policy positions. You will be expected to build strong relationships, internally and externally and be able to influence, shape and challenge across the strategy and policy sphere to drive an integrated approach to the Strategic Transport Plan.
Initiate and co-ordinate the development and implementation of new and existing strategy and policy initiatives and support the clients on-going evidence base development.
Qualifications, knowledge and skills
Relevant Master's degree or other specialist post-graduate qualification or the equivalent level reached through experience.
Professional qualification, chartered status or equivalent experience.
Skills and Experience
Significant experience of working across transport strategy and policy, with the ability to align outputs from a number of specialisms.
Significant experience in working in complex strategy and policy situations for the development and approval of business cases and outlining implementation.
Expertise and delivery track record in transport or infrastructure or economic policy and strategy development.
Understanding of national and local transport policy and regulatory frameworks.
Experience of contract procurement and management.
Significant experience of co-ordinating a range of cross cutting, complex strategy and policy initiatives into a cohesive output.
Significant experience of planning and organising own work and the work of others (internal or external) over the medium term.
A confident communicator at a senior level who is able to influence a wide range of stakeholders, partners and senior colleagues.
Considerable experience of managing complex budgets and undertaking accurate monthly project and programme reporting.
Requires significant experience of leading the development of business cases and inputting into the development of transport strategies for a defined area.
Acts as a subject matter expert, and regularly leads small teams of internal/external specialists.
Requires sufficient strategic expertise to contribute across a wider remit of transport strategies as an expert, ensuring strategies are aligned.
