The Transpennine Route is a major transport artery for the UK and for the communities and economies across the north of England. It runs for 76 miles between Manchester, Leeds, York, Selby and onto Humberside. It’s a hugely popular route and passenger numbers have doubled over the past 25 years. Millions of people that work, study and live alongside the railway depend on it every year.
The Transpennine Route Upgrade (TRU) is a multi-billion pound investment programme that will deliver a high performing, reliable railway for passengers with more seats, more trains and faster journeys between Manchester and York via Huddersfield and Leeds. It is the biggest railway transformation the north has seen since the Victorian era.
TRU is made up of three programmes: West of Leeds, Leeds Central and East of Leeds. The West of Leeds Alliance (TRU West) is responsible for the transformation of the railway between Manchester and Leeds.

The role
This person will manage the ancillary civils scope from an engineering and constructability perspective for Track and Electrification on the TRU West Alliance project W4 and Area M. They will ensure the projects’ compliance with current standards and the requirements of Network Rail (and other relevant standards and COP’s), and that the CRE role duties are discharged in line with the relevant issue of Network Rail Standard NR/L2/RSE/02009.
Key accountabilities
- To lead and manage all ancillary civils engineering activities for their team
- To co-operate with the other engineering teams and disciplines
- To plan and implement ancillary civils activities
- To monitor and improve / develop engineering competence of the team
- To plan and undertake briefings on engineering issues
- To assist the Track and Electrification EM / CEM with engineering initiatives
- To assist the Competence Manager with engineering competence assessments
- To undertake CRE duties (subject to nomination and authorisation)
- Attendance to routine engineering meetings / functions (e.g. IDC’s, IDR’s and other design interfaces) and generally to ensure close liaison with the client assurance and design teams.
- To create all necessary engineering site documentation (programmes, WPP, TB’s etc.)
- To review all necessary engineering site documentation (programmes, WPP, TB’s etc.)
- To plan and implement T&I processes
- To lead the team on site and in the office (there will be a requirement to work nights, weekends and holiday periods as necessary, by negotiation).
- To ensure that critical engineering processes, such as TSI, CDM, CSM, CRT, are appropriately managed and resourced within the Ancillary civils engineering team.
- To ensure that critical project engineering documentation (such as the WPP, TB’s, Permits, etc.) has appropriate resource and attention allocated to it to facilitate quality and timely completion and compliance.
- To actively participate in, and engage with, external (e.g. ORR, Client) and internal (e.g. Amey and TRU West) audits.

This role will comply with all relevant Network Rail Standards, Amey Group Standards and procedures, British Standards and European standards, as applicable to the role and activities undertaken.
Skills & experience
Essential Skills, Qualifications and Training:
- Relevant HND / HNC academic qualifications or equivalent and appropriate (10 years) practical experience in the relevant industry
- Satisfy requirements of PTS medical.
- Construction delivery experience
- Project Induction
- Previous CRE experience
- CRE AtW
- CRE NR F0040
- Acceptance of Sponsorship
- PTS Working Near or Adjacent to AC Lines
- Responsible manager briefing
- IOSH Managing safely qualification (or equivalent)
- The right attitude to safety, engineering compliance, and collaborative behaviour.
- Line Blockage Briefing
- Planning of Ancillary civils works
- Track Induction
- General signalling, E&P, M&E knowledge and experience
- Temporary works knowledge
- Construction experience on large projects
- Computer literate (Microsoft office products, and ProjectWise)
- Valid UK driving license

- Knowledge and understanding of Network Rail Track standards
- Locally based
