We are currently recruiting on behalf of Network Rail for a Civil Project Engineer (inside IR35) to work on a 12 month contract in their central Manchester office. Due to current restrictions the role will be working 3 days in the office and 2 days from home. Hours are 35 per week, Monday – Friday.
The role will be working on the Transpennine Route Upgrade (TRU) which is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield. Stretching across the North of England between York and Manchester, this key 76-mile railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings. Proposed improvements as part of Transpennine Upgrade will deliver a high performing, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times between Manchester and York via Leeds and Huddersfield.
As a Civil Project Engineer, your main responsibilities would be:
- This is a Project Engineer Role for Civil Engineering working within the TRU West Alliance covering the assurance of the design and construction of major railway civils assets between Manchester and Leeds.
- The Project Engineer will manage design and construction activities for allocated projects.
- They will implement Network RAIL systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation, and liaise with regulators and others as appropriate.
- The candidate will engineer Projects to the standards and specification of Network RAIL, allocated design and construction contracts include reference to and are compliant with appropriate RAILway Group and Network RAIL Company standards, formal specifications and procedures and manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- They will maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network RAIL’s environmental policy.
- They will monitor design and specialist consultants and contractors and provide project management advice in respect of all construction activities, including testing and commissioning and site supervision.
- The candidate will undertake reviews of design and/or construction activities.
- Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate, while carrying out the duties of designated project engineer (DPE) for specific projects.
Skills / Experience Required:
Essential
- Successful relevant experience in railway civil engineering – rail and road bridges, viaducts, tunnels, retaining walls, electrification structures - ideally with involvement in construction and design projects across multi discipline areas.
- Technical qualifications to HNC/HND or equivalent GNVQ level.
- Knowledge of quality assurance.
- An understanding of the arrangements required for the independent assessment of work.
- CDM, risk assessment, engineering management competency.
Desirable
- Previous role as Contractors Responsible Engineer or Project Engineer on railway civil engineering projects, with current / previous Authority to Work.
- Membership of a relevant professional body with chartered status and/or educated to degree level.
- Knowledge of structuring safety cases in support of projects.
- An appreciation of environmental issues in engineering works.
- Six Sigma Yellow Belt.
- Project safety management experience
- Yellow book course.
