Construction Manager (Civils) in Mersey, North West, United Kingdom

General Description:

The ADComms Civils Construction Manager will have a minimum of 10 years’ experience of delivering major Civil projects in different industry sectors. The Civils Construction Manager will have a minimum of 5 years’ experience of delivering major Civil projects on the Network Rail infrastructure.

The Civils Construction Manager will support the growth and continuous improvement of the ADComms P3M business by maintaining an effective and ‘right sized’ resource pool of civils staff and delivering the civils work stream across all allocated projects to agreed time, cost and quality targets that are established by each Project Manager. They will be self-motivated, proactive and motivate the staff around them with excellent man management and communication skills.

The Civils Construction Manager will have a strong working knowledge of Health, Safety and Environmental requirements for the effective delivery of safe Civils works. The Civils Construction Manager will support Group activities as required, and will provide specialist advice, coaching and practical support to the PMO and the Project teams during project lifecycles and activities. Provide Project support on location as required by the Project scope of requirements. Support a culture of continuous improvement

Responsibilities:

The Construction Manager at ADComms will be responsible for applying the following competences, and also for supervising others to apply the following competences:

  • To ensure all work is carried out in accordance to legislative and company procedures
  • Promoting the wider public good in all actions, acting in morally, legally and socially appropriate manner in dealing with stakeholders and members of project, programme and / or portfolio teams and the organisation.
  • They will have a professional approach which generates credibility and confidence in others.
  • Attend progress meetings including kick-off meetings and others throughout project lifecycles as required
  • Liaise with client representatives on an as required basis to address project related issues and implement appropriate control measures to address risks
  • Promote a culture of safe working practices across ADComms Projects.
  • Support all group initiatives, and provide support for new bids and tenders when required
  • Facilitate the ADComms PMO Manager in identifying and resolving differences between individuals and / or interest groups
  • As the Construction Manager take ownership for the successful delivery of all Civils deliverables on allocated project works to time, cost and quality requirements
  • A strong and professional communicator who can build excellent relationships at all levels and work collaboratively with the client to ensure successful project delivery and help to secure future business and maintain good commercial practice
  • Strong leadership and management skills on Civils projects. Empower and inspire others to deliver fit for purpose on-site duties in a timely and cost effective manner
  • Mentor and develop the resource pool of civils staff to achieve continuous improvement in Civils deliverables
  • Effective management of Civils resources - people, time, plant, materials and subcontractors, including the line management of the ADComms civils staff, facilitating successful project delivery by the Project Managers.
  • Facilitate The ADComms PMO and Project Managers in identifying Project site risks, (threats and opportunities)
  • Facilitate the ADComms PMO manager in sourcing effective supervisory and civil staff needed for on-site projects from external sources when necessary to support project requirements.
  • Optimising utilised time of employees to achieve higher productivity and lower unit cost across all allocated projects
  • Deliver allocated civils works to time, budget, quality and to resource plan
  • Ensure compliance to Health, Safety and Environmental procedures and regulations to ensure construction phases are safe and in compliance with client and regulatory requirements
  • Co-ordination with the ADComms Design & Engineering Manager to ensure constructability and relevance of the technical solutions
  • Facilitate Inspection and Audit reviews to monitor compliance with safety requirements, technical specifications and client requirements
  • Maintain on-site quality systems and processes to include on-site installation quality checks in conjunction with the PMO QHSE team.


Education Requirements:

  • Minimum of 10 years on Site Construction experience
  • Minimum of 5 years’ experience of delivering major Civil projects on the Network Rail infrastructure.
  • Minimum 5 years’ experience in Supervising Site Staff
  • NEBOSH general certificate
  • PTS/COSS
  • SMSTS
