Principal Track and Civil Asset Manager in Orange, Australia
We are looking for a Principal Track and Civil Engineer for a tier one contractor who have recently won a ten year contract to maintain the country regional network in NSW. The role will be based in Orange, Tamworth or Bathurst, all beautiful locations in regional NSW.
Job Purpose
The Principal Track / Civil Engineer – is a key role in the Engineering team for the Operation and
Maintenance (O&M) Country Regional Network (CRN) contract.
- The role holds engineering authority for all track and civil assets and operational engineering manuals to ensure all legislative, safety, design, technology, operations, maintenance, sustainability and other all relevant engineering requirements.
- The delegated engineering authority includes the issue engineering waivers against operational engineering manuals, review and approve engineering manual and acceptance of designs.
- The role also provides for the review of the asset management plans,configuration and all external 3rd party requests.
The goal of the Principal Track / Civil Engineer assure assets are fit for purpose and oversee and mentor district engineers. The role includes the management of a small internal team, the Civil Track Engineer and the Structures Engineer and associated contractors from time to time during the mobilisation and O and M phase.
Key Reponsibilities and Accountabilities
- Hold Engineering authority for all Track and Civil assets on the CRN and this includes:Track, Structures, Geotech and Facilities Assets on Operational and Non Operational Lines
- Approving Operational Engineering Manuals, Technical Note and Forms
- Approving changes to Operational Engineering Manuals, Technical Note and Forms
- Issue of engineering waivers against Operational Engineering Manuals
- Review and accept engineering designs as required.
- Investigate infrastructure irregularities such as ONRSR category broken rail and mialignments.
- Facilitate change to Engineering Standards managed by TfNSW
- Providing Engineering advice to the annual submission of the asset management plans (50AMP, 10MSP and 3MWP) and condition reports.
- Contribute as a key stakeholder in the configuration management process
- Review and approval of all 3rd Party applications as required
- Ensure the asset performance, resilience and condition of the CRN assets are maintained to deliver the long-term asset outcomes such as for the client within contract requirements.
- Review and Approval all Over Size Over Mass (OSOM) applications on the CRN.
- Review and Report of the engineering impacts from Train Operating Condition (TOC) waiver applications
- Review annual Welded Track Stability Analysis.
- Manage assets in accordance with legislative Heritage requirements.
- Ensure effective integration of track and civil engineering procedures with engineering and otherstandards and operational maintenance manuals , establishing effective sign off procedures for those procedures to promote a consistent approach and minimise/eliminate risk.
- Lead the development of business cases and recommendations for engineering innovations, variances or improvements to support continuous improvement, safety and the provision of smart solutions within the engineering discipline.
- Initiate and manage technical investigations to identify optimum practical engineering solutions and develop recommendations for short and long term infrastructure planning.
- Endorse all proposed and amended RM, MPM and Capital works programs as being technically sound and complete for the on-going maintenance of the technical integrity of infrastructure assets.
- Regularly audit engineering systems, practices and procedures, covering key engineering standards and operational maintenance manuals, to monitor consistency of application, understanding by clients and compliance.
- Monitor equipment performance to ensure timely replacement of defective or worn components as required.
- Support the review and implementation of the Safety and Asset Management Systems the CRN assets that is fit for purpose and meets all relevant legislative requirements.
- Review and analyse asset data history and provide SME support on asset prioritisation models.
- Seek to improve the asset performance and AMS effectiveness. Participate in assurance reviews, audits,and certification requirements.
- Maximise availability of CRN assets and infrastructure performance KPIs
- Reduce total cost of CRN assets’ stewardship
- Ensure compliance with relevant regulatory, legislative, and international standards for AEO and Rail.
Suitable candidates will be expected to have Track and Civil Asset Management experience and a solid understanding of the maintenance of these assets in a rail environment.
