Responsible for:
The management of the commercial team
Role Objective:
- Responsible for developing and implementing a commercial strategy for the organisation
- Has overall responsibility for management of the Operations and Maintenance contract between Qatar Rail and the consortium’s local subsidiary (RKH Qitarat).
- Works closely with the other departments (in particular the Maintenance Contracts Management department) for the management of the sub-contractors
- Responsible for developing and ensuring awareness of and compliance with the contract management process.
Key Responsibilities:
- Strategic Commercial Leadership: Define and implement a commercial strategy in alignment with corporate objectives, including revenue growth targets, cost optimization, and new business opportunities.
- Contract Management & Compliance: Oversee and ensure full compliance with all contractual obligations, proactively managing variations, claims, and change orders.
- Manage and coordinate the closing out of claims
- Providing commercial, contractual and risk management expertise to improve business performance
- Monitor contract compliance and ensure that performance of contractual obligations is properly tracked and documented
- Coordinate rectification plans in case of non-compliance with respective departments
- Preserve our rights and anticipate formal procedure and deadlines
- Increase communication flow to ensure the team has sufficient information and awareness on any contractual matters affecting their area of activity
- Identify, follow-up, review and mitigate contractual risks
- Underline potential benefits and increased value available through contract management practice, highlighting matters that require escalation or specific attention
- Review any variations requirements, assess their impact with respective departments, ensure any variations are well documented and monitor their implementation
- Monitor invoicing and payment
- Organise regular contract review meetings both internally and with Qatar Rail taking into account the level of responsibilities and the aim of the meeting (overall responsibility / weekly performance review meetings / senior level meeting); define a modus operandi with Qatar Rail (e.g. agenda; minutes of meeting); encourage open, constructive discussions, feedback and problem solving
- Advise on issues of contract interpretation and assist in disputes resolution process
- Manage contractual correspondence and propose draft answers to client’s letters
- Support sub-contract management department
- Carry out any other mission or work assigned by the Managing Director.

- Promote a positive Quality, Health and Safety, Environment driven culture always in the workplace and attend any related meetings/briefings as required within the job role
- Comply with the Company Quality, Health and Safety, Environmental Policies and Management System Requirements
- In conjunction with the HSE&CSR Manager, ensure that all incidents including ‘near misses’ are properly reported and recorded to determine the root causes
- Submission of Hazard observations in accordance with Hazard observation reporting guidelines
- Ensure that all potential risks that may come from performed activities are identified and mitigated and ensure that employees, contractors and visitors are aware of health and safety procedures and any relevant legislation.
- Consider the Health and Safety of other persons who may be affected by their acts or omissions
- Be mindful that Health and Safety, Quality, Security and Environmental is everyone’s responsibility and as such ALL staff members are accountable for reporting and intervening in Health and Safety, Quality, Security and Environmental violations.
Financial Responsibilities:
- Financial accountabilities appropriate to job role
Required core skills and experience:
- 10+ years in a senior commercial/contract management role, ideally within large-scale rail or infrastructure projects. Demonstrable track record of leading commercial strategies and achieving performance targets.
- Good understanding of contracting issues, regulations and terms and conditions
- Business focused, solution and problem solving oriented, and ability to assess contractual issues in ways to improve contracts’ productivity
- Experience in establishing, documenting and deploying the contract management processes in coordination with operational teams in a global and international environment
- Previous experience in negotiations and in drafting and reviewing change requests and claims
- Knowledge of Collaborative Business Relationships (BS11000) standard is desirable
- Fluent in English essential and Arabic desirable
Educational and Professional Qualifications
- Master’s Degree completed with a specialisation in Law, Business Organisation or Strategy or equivalent
