Purpose of the Job
Responsible for the management of all commercial aspects of the contract including, subcontractor, supplier management, change management, finance and accounts
Provide assurance that the works are delivered, auditable, accountable and cost effective manner within the budget
To develop and manage the appropriate part of the PEP ensuring project compliance
To comply with WI 845 develop and maintain the risk management plan, risk register to ensure risk are minimised and attend risk meetings to report of progress
To comply with WI 850 requirements for commercial administration and align with Dragados requirements for the same
To comply with WI1200, Subcontracting, including: restrictions for subcontracting, subcontract documentation acceptance procedures and develop and manage the subcontract procurement plan
To ensure the appropriate contemporary records are kept and maintained in accordance with WI <phone number removed> and 1555. Working in conjunction with the Quality Manager to ensure all requirements of WI1500 are met effectively
Working with the procurement Manager to ensure compliance with the requirements of WI 2100, Responsible Procurement with respect to subcontractor procurement
Accountabilities / Key responsibilities
Ensure efficient management of all financial and commercial functions of the Contract
Prepare the Dragados board report for approval by the PM reporting on all commercial aspects of the contract
Direct and manage the functional heads of Subcontractor, Supplier Management, Finance and Change and Claims Management teams
Ensuring compliance with the commercial requirements of the conditions of contract & WI
Ensure the timely production of CPI data to facilitate periodic schedule performance review
Ensure that all subcontractor procurement is undertaken in a fair, reasonable, competitive and auditable manner
Definition of the procurement strategy for key subcontractors and minimising the commercial risks to the contract through that strategy
Negotiating terms and conditions with subcontractors that apportion risk to those best placed to manage that risk and deliver best for Bank
Ensuring subcontractors are managed within the terms and conditions of the contracts
Ensuring compliance with the Fair Payment Charter and seeking continuous improvement in payment processes
Managing the contract finances and bank account
Supporting the BSCU programme of audits to verify records of Defined Cost
Ensuring costs are collected, collated and reported in accordance with the requirements.
Preparation and submission of interim applications for payment and agreement of final account
Responsible for change management process, notification of compensation events and submission of quotations in compliance with the conditions of contract
Coordination of the contract insurance requirements, management of claims and renewals.
Prepare forecast every 4 months in accordance with Dragados policy
Manage internal CVR's to ensure effective cost control.
Manage project risk and opportunity schedules
Experience, knowledge, qualifications & training
Excellent knowledge of the NEC suite of contracts and the practical application of the various options available within the suite of contracts
The post holder should be educated to degree level or equivalent in a numerate discipline
Membership of an appropriate Professional body, typically Chartered member of RICS or an international equivalent professional status
Previous experience of operating for major infrastructure clients typically, London Underground
Previous senior experience in commercial management of major civil engineering projects (£500m +)
Excellent organisation and people management/ team building skills including the ability to relate to staff at all levels and encourage collaboration and high performance
Excellent organisational skills and the ability to plan the workload of a team of professional commercial staff
Effective negotiating skills
Computer skills - Microsoft Word, Excel, Outlook, Explorer
Knowledge of proprietary accountancy systems an advantage
The role will require the post holder to have excellent communication skills in English, both written and verbal and to be able to report at Board level
