Overview:
Wilde Recruitment Ltd are working along side Network Rail in order to recruit a Commercial Manager to work on a 6 month contract WFH / London.
As a Commercial Manager your role will involve:
Lead the development and implementation of a portfolio of signalling/track renewals or enhancement projects in an effective and timely manner with key focus on quality, safety, value for money and implementation of robust governance. You’ll need to be able to build great relationships with a wide variety of stakeholders, be a confident communicator and be able to set and agree requirements. You will need to be able to monitor progress, manage change, whilst dealing with different views, opinions and needs from a variety of sources and stakeholders.
The roles being recruited for are to cover a range of enhancements, signalling renewals and/or track renewals within Southern, working with both internal and external teams across the 3 Routes.
Key Accountabilities –
Lead the projects in your portfolio, providing clear remits, setting of requirements and implementation of robust project governance.
Work in collaboration with project delivery teams, clients and stakeholders so that projects work to the right scope, funding and schedule.
Lead and maintain relationships with nominated customers and stakeholders, and be the focal point, to monitor whether Network Rail is fully responsive for the development of schemes. Champion the interests of the customers and stakeholders within Network Rail.
Where appropriate, develop proposal for customers and stakeholders for the signalling and/or track portfolio within Southern. Establishing nature and scope of scheme in line with business criteria, including consideration of their viability within the route planning process, timetable, implications, operational arrangements and railway Estates interfaces.
Where appropriate, - develop proposals from customers and stakeholders for enhancements, to establish the nature and scope of their schemes in line with the business planning criteria, including consideration of their viability within the route planning process, timetable, implications, operational arrangements and railway Estates interfaces.
Where appropriate, lead negotiations with customers for the commercial and contractual terms on which schemes will be implemented, or the terms on which Network Rail will provide asset protection if the customer leads the scheme’s development and delivery .
Where required, Sponsor the delivery or facilitation (through asset protection arrangements) by Infrastructure Investment of externally funded schemes to track, monitoring whether customer and stakeholder requirements are fully met on scope, price, quality and programme of works.
Comply with the requirements of corporate investment regulations, other corporate governance, and Project Acceleration in Controlled Environment (PACE).
Monitor progress on projects against agreed budgets, delivery plans and work programmes, challenge and intervene as required with delivery agents to achieve correction of adverse trends.
Undertake post implementation reviews to close schemes, check the customer is fully billed and pays for the works, whether the works deliver the intended outputs and new works are fully incorporated into maintenance and renewal plans.
Contribute to the development of the Route’s strategy for renewals and/or enhancements through supporting the Region’s Business Planning processes, with particular focus on the new CP7 operating model.
Work with customers and stakeholders to identify new opportunities for them to lead investment in the network.
Job Skills, Experience and Qualifications
Essential
Qualified to degree level.
Commercially astute, persuasive, and customer focused with strong analytical skills.
Negotiating skills.
Knowledge / understanding of the railway industry.
Experience of dealing with industrial client portfolios and negotiating contracts to finalisation and able to demonstrate commercial success.
Knowledge of project management techniques, in particular governance, risk management, change and financial management.
Desirable
Some experience in management roles in an industrial commercial environment.
MBA or other related postgraduate qualification.
Knowledge of railway industry.
Knowledge of SPEED principles and the PACE project lifecycle.
Project management qualification (e.g., AM project fundamentals).
