A new opportunity has arisen for a Project Commercial Assistant based in Swindon on an initial 6 month contract.
Role Overview
Manage the CQ process. Assist with development of Pre-Qualification Questionnaire; Assist with evaluation of PQQ responses;Assist with the development of commercial strategy, building on cross-franchise policy work being carried out within the Franchising Directorate. Assist with development of procurement strategy, liaising with procurement specialists to ensure best practice is followed;Set-up and management of data site;Assist with the development of Invitation to Tender, in conjunction with the Specification Lead, Finance, Legal and Economic colleagues and advisor's, and building on cross-franchise policy work. Assist with organisation of Bidder Days and Market Engagement activities.Document preparation activities; and general administration tasks for the franchise project team in relation to the commercial programme.
Key responsibilities
- Assist in report running and compiling data for cost reporting of all allocated projects within the Network Rail reporting framework including Cost Forecasting, Anticipated Final Cost, Cost of Work Done, Gross Billing and Current Contract Value.
- Assist in reporting on commercial aspects of allocated projects, flagging issues and proposing mitigation actions at the earliest opportunity to the Commercial Manager
- Prepare and manage cost invoice breakdowns for a portfolio of projects/schemes.
- Prepare and raise billing against the various agreements in place with the investment teams' clients. Ensure payments received and necessary reporting is prepared.
- Prepare applications for payment/invoices to outside clients in accordance with relevant funding agreements, including supporting documentation as appropriate.
- Support the Commercial Manager in final account settlements and internal reconciliation to project close-out as per the project authority, project plan and within agreed timescales.
- Prepare documentation to support the Commercial Manager in estimating resources.
- Input data related to project costs
Desirable requirements
- Educated to a minimum of A-Levels
- Preferably a graduate who has educational experience in either Business, Economics, Commercial, Quantity Surveying, Law or Finance or Accountancy.
