Job description
The project: In 2009 National Highways (then Highway Agency) awarded Connect Plus the 30-year contract to operate and manage the M25 and its key arterial link roads, one of the UK's most strategically important road infrastructure systems, crucial in underpinning the UK economy. The M25 BDFO (Design, Build, Finance and Operate) contract is Highways England's flagship private finance initiative (PFI) and the largest highways PFI ever awarded. Since the contract award we have delivered over £1.4bn worth of road improvements and we are continually exploring new and innovative ways to deliver.
Able to deliver:
- Procurement of Main Contract Works using the NEC3 / NEC4 Contract (mainly Option C Target Cost with agreement of the Target Cost; or Option E - procured from our Frameworks).
- Oversee the commercial management of projects.
- Approval of Main Contract Payment Certificates including Final Account.
- Main Contract Change Management including validation of Compensation Events.
- Providing commercial assurance and governance at all stages of the project.
- Attendance at collaborative forums with the supply chain.
- Participation in the development of budgets for packages of work including risks, efficiencies and innovations.
- Whole life costing of work packages as part of the Change (contract variation) process.
- Undertaking commercial audits.
Profile
Qualifications and must-haves for candidates
- Educated to degree level (Quantity Surveying Degree, Engineering Degree or similar qualification)
- 5-10 years of commercial experience working on infrastructure related field.
- Good understanding of NEC
- Experience negotiating and procuring Contracts including testing the robustness of costs
- Experience of working within a collaborative culture or/ and a mature approach to relationship management with a long-term strategic focus
- Able to prioritise the delivery of the objectives of their role
- Good communication skills
- Ability to performance manage and hold to account
