Key purpose
The purpose of the role is to provide professional support to the passenger rolling stock maintenance department, ensuring that the rolling stock assets are maintained and operated in a safe working condition at all times.
To setup, implement and manage Maintenance and Health, Safety and Environmental systems, ensuring compliance with relevant legislation, company policy and appropriate standards for the Passenger Rolling Stock Department.

Key accountabilities
Key Job Responsibilities
• Plan and implement the means of compliance with company engineering, maintenance, safety rules, standards and legislation requirements. Analyse audit results and safety related incidents. Establish trends details and action critical issues ensuring information is passed to relevant parties.
• Co-ordinate and progress on behalf of the Passenger Rolling Stock Department management actions and initiatives ensuring conformity of communication.
• Provide expertise in the development and implementation of safety training strategies; carry out induction and other nominated course for all levels of staff.
• Responsible for requirements of fire precaution legislation requirement and act as Fire Precautions Managers (as defined in UK Fire precautions act)
• Establish and maintain a system of safety meetings and safety committee for all levels of staff. Ensure that they are undertaken at specified frequencies and that items arising from them are actioned. Ensure that they are also used to raise safety awareness of staff at all levels. Plan, organise, record and investigate, where appropriate, items arising from hazard correction, safety observations, in-process inspections, ‘near miss’ reports, etc. Devise strategies and implement solutions to ensure that staff’s awareness of Health, Safety and Environment is raised in order to develop positive safety culture.
• Undertake safety tours, planned inspections with the Passenger Rolling Stock Department to ensure full compliance with Health, Safety and Environment requirements.
• Establish and undertake audits of the Maintainer, to ensure compliance with the maintenance manuals and relevant standards.
• Co-ordinate quarterly reviews of training, operation, maintenance and cleaning functions.
• Lead and direct the Health, Safety, Quality and Environmental issues. Developing and Maintaining procedure review programme. Develop and implement audit programme in conjunction with the Maintenance Team. Monitoring of audit CAR’s to ensure agreed actions dates are met
• Establish and maintain systems for ensuring risk assessments are completed for all activities. Undertake auditing and review of risk assessments.
• Assist Passenger Rolling Stock Department establish and maintain incident management processes and competencies.
• Develop and implement KPI reporting for the Passenger Rolling Stock Department.
• Analyse costs and initiate measures to control and reduce without compromising compliance with requirements.
• Liaise with representations from other departments with SAR and external to SAR to enable Passenger Rolling Stock Department to be aware of current best practice and update processes and procedures accordingly.
• Co-ordinate the implementation, audit and review of company procedures with Passenger Rolling Stock Department.
• Champion the sharing of local best practise processes across all locations to maximise benefits of common company processes.
• Assist, were appropriate, the engineering teams or other departments to implement projects and initiatives.
• Ensure all documentation, maintenance records and computer systems (including maintenance management systems) are complete and accurate.
• To undertake other reasonable activities as required by the management team.
HSQE Responsibilities and Information Security Responsibilities
- Comply with all operational rules, procedures, regulations and instructions;
- Undertake audits and tours as defined in the procedures (eg safety tours, audits etc) within area and seek ways to continually improve;
- Understanding of personal responsibilities and contribution to achieving compliance with safety management systems, support and ensure team are compliant with requirements;
- Understand the importance of being in possession of, all relevant personal protection equipment/clothing, company ID, safety documentation and information when on duty;
- To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
- To use safety equipment (including PPE) as required and intended and observe that this is also enforced within Operations and among subcontractors and third parties working in SAR’s controlled premises/systems
- Promote a good HSQE and Information Security culture among peer group, subcontractors and third parties;
- Lead by example and seek out ways to conserve energy, water and other resources and minimise the generation of waste;
- Comply with confidentiality procedures and arrangements, including data protection;
- Ensure all Passenger Rolling Stock Department members are aware and comply with HSQE responsibilities.
Essential technical and professional skills, knowledge and qualifications
QUALIFICATIONS
- Degree or equivalent experience / qualification in subject relating to role;
- NEBOSH or equivalent diploma;
- Accredited Auditor (preferably in areas of Health, Safety and Environment);
- Risk assessment qualification;
- Fire qualification;
- Excellent understanding of Maintenance, Health, Safety and Environmental rules, standards and regulations.
EXPERIENCE
- 8 years’ experience in a Health, Safety and Environmental environment;
- 3 years’ experience in passenger rolling stock environment;
