Job summary
* The Construction Manager is responsible for the overall planning, co-ordination and control of the piling construction works during the Early Works (EW) stage (12 months from contract start date).
* The Construction Manager supports and reports to the Early Works Package Manager in all the elements related to the construction, programme of works and commercial issues of the piling works.
* The Construction Manager ensures that HS2's requirements regarding the functionality and standards are met, ensuring that all quality, assurance and compliance documentation is provided in a timely manner.
* The Construction Manager, is also responsible for supporting the construction team with the technical and engineering aspects of the works, in particular method statements, ITPs, construction process, engineering specifications, set out and measurement and quality control, certificate and compliance.
* The role includes the development of an appropriate knowledge and compliance with the Construction Management Plan, other management plans and the relevant Works Information.

Key responsibilities
* Ensure effective planning, directing and coordination of the construction of the piling works during the EW stage.
* Oversee the piling construction project, ensuring the works are constructed in a safe manner and meet the specified requirements in terms of cost, quality and timescale by assisting the team to manage sections of the work/specific sub-contract packages.
* Schedule and estimate the time required for the piling works during the EW stage, ensuring that the various elements of the construction programme are completed on schedule.
* Determine the labour requirements and effective resource planning, ensuring construction resources are used effectively.
* Oversee the selection and award of piling contract and general contractors, determining the best source of construction materials.
* Develop an appreciation of Early Works external issues (design, consents 3rd party approvals) to ensure there are no delays to the construction of the piling works and its continuity to the next phase of the Project.
* Manage financial aspects of the construction works.
* Review and produce when necessary method statements, ITPs, construction processes, engineering specifications, set out and measurements and quality control, certificate and compliances,
* Ensure that the necessary self certification, assurance, compliance and quality records are generated, stored and distributed.
* Make arrangements to ensure all persons who visit the site or work on the site have been given induction training.
* Make arrangements to ensure adequate provision is made for site security, which should be in accordance with the H&S Plan and HSE guidance.

Specific Safety Responsibilities:
Comply with the requirements of the Management Plan and co-operate with the efforts to prevent accidents and ill health.
Ensure that the information required to collate CDM Health and Safety file is included in the CDM register.
Carry out investigations with appropriate personnel into accidents or incidents that occur on site and report findings and recommendations to the Project Director.

Qualifications, Certificates and Experience required
* Degree or higher level or equivalent in a numerate discipline, typically an Engineering discipline. A lower educational level, typically HNC or HND may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated.
* Membership of an appropriate Professional body, typically Chartered member or Fellow of Institute of Civil Engineering or hold an equivalent professional status.
* 5 to 7 years experience as Project or Construction Manager for significant civil engineering construction project.
* Have an excellent track record of project delivery: safely, to timescale, quality and cost.
* Have demonstrable experience of leadership, building and motivating teams.
* Demonstrate excellent presentation, negotiation skills organisational skills, ability to plan and manage own time.
* Computer skills
* SMSTS qualification.
* CSCS Card
