JOB TITLE: Signalling Construction Manager - Rail
LOCATION: Derby
SALARY: £455 Per Day (Umbrella)
THE CLIENT
My client is a multinational infrastructure group who are currently recruiting for a Signalling Construction Manager for the London North Eastern region, covering from London to Newcastle (Derby general base). There will be a fair amount of home working. This role will fall within IR35 so we are unable to recruit any candidates who wish to be paid via a Ltd company.
THE ROLE
* To manage site construction activities from tender through to commissioning, taking ownership for the successful delivery of multi-discipline packages of work
* Interface with the client on technical matters on behalf of the project manager
* Optimise the use of materials and employees' time to ensure high productivity and low unit costs
* Identify any variations to the contract, assisting with pricing and allocating time to them
* Deliver projects to time, budget, high quality and to the resource plan.
* Assist in tendering projects by considering the construction elements of bids
* Scope and review sub-contract installation packages of works
* Plan project activities to suit available access and project deliverables
* Deliver projects efficiently in accordance with the programme to time, quality and resource plan
* Ensure that teams are provided with the correct tools, plant and equipment for a project
* Demonstrate safety leadership by example
* Effectively manage project resources including people, time, plant, materials, subcontractors
* Motivate staff in the team and any sub-contractors
* Build a successful relationship with the project client
* Assist with the IDC Process
* Work towards gaining Engineering Manager Installation IRSE Licence (7.8.110B)
* Understanding of the standards framework
* Ensure a site diary is kept and site work records are returned to the Construction Manager
* Maintain IRSE logbook
* Attend team, technical and safety briefs. Undertake site visits
* Effectively communicate task requirements to team
* Delivery of the project to forecasted costs, regular reporting and detailed cost control measures.
* Change control - ability to recognise and high light change to the project team, cost, control and deliver.
* Effectively communicate task requirements to staff.
* Ensure the work is planned and delivered to a 4 week/2 week/day to day look ahead.
* Optimise utilised time of employees to achieve higher productivity and lower unit cost
* Encourage team working, Motivate staff, including sub-contractors
* Facilitate/empower all team members to achieve their plan and growth targets
* Support of Project and company Health, Safety & Environmental requirements.
* Ensure and encourage improvement in work practices and innovative solutions to increase added value, and share and receive best practice
* Give personal commitment to leading by example and acting as a role model
* Carry out site audits/ inspections.
* Ensure completion of handover documentation
* Monitor and control worked hours and un-worked hours
* Support Operations Manager in reviewing and production of new procedures.
* Ensure direct reports, IRSE Logbooks are complete and up to date
* Manage the control, inspection and calibration of small tools and equipment.
* Manage Disciplinary Process
* Manage Performance Improvement Plans
* Maintain IRSE logbook.
* Support the interdisciplinary process with the client and others
* Ensure SHEQ and Tech Briefs are carried out to all allocated staff
* Annual and mid term Performance reviews of staff
* Complete required paperwork for planned work
* Carry out installation work to Signalling Installation Handbook (SIH) standards
* Take responsibility for staff nominated as being under your control, including sub-contractors
* Ensure that the information used is current, authorised and contains all essential data
ABOUT YOU
Skills
* Numerate and literate
* Basic computer operating skills with knowledge of Microsoft Excel and Word
* Ability to drive
* Use of Cable Avoidance Tool (CAT scanner)
* Good communication skills
Qualifications
* COSS or SWL
* Valid PTS with AC/DC
* Emergency first aid
* Manual handling
* Fire safety
* COSHH Appreciation
* Small tools
Experience
* Knowledge of railway signalling systems and sub-systems
* Knowledge of appropriate industry standards relating to installation work
* Knowledge of quality, health, safety and environmental Regulations
