Claims Quantity Surveyor/EOT Claims Expert
Our client is a leading provider of electrical engineering, contracting and consultancy services to the rail and transport industries. Our highly qualified and experienced engineers provide a total service from feasibility study to design, installation, commissioning and on-going maintenance. We have an excellent understanding of rail and transport power projects and are able to provide innovative, cost effective solutions. Our client has all appropriate UK, European, international and rail industry standards to ensure safety, procurement and working practices are adhered to. The dedicated staff are involved in a comprehensive on-going training programme designed to ensure they are equipped to meet the changing needs of this exciting sector.
You will be responsible for all commercial aspects on these projects and frameworks as well as fulfilling the specialist Claim responsibilities summarized below.
The role will provide support to the contract management team and will ensure the compliance of commercial reporting and the efficient collection and recovery of monies.
Typical duties will include;
Overseeing and commercial activities and financial governance, working closely with the contract teams
Risk identification and management
Cash flow management and budget compliance
Continual review and challenge of existing commercial processes to identify and implement best practice
To draw up, contracts and sub-contracts or ensure contracts have been drawn up prior to commencement of work and to review contracts drawn up by third parties
To oversee tendering activities including Enquiries, Bid Evaluations, Proposals of Bidder selection, Settlement of Claims and disputes
Identifying and managing risk and opportunities associated with the contracts
Provide commercial/contractual advice to contract teams
Notification,preparation and agreement of insurance claims
Attend project start up and close out meetings
To oversee WIP levels and cashflow to ensure efficient processes and cash collection
Oversee the timely submission of final accounts to clients
Maintain a register of contractual claims and disputes for and against the company
Undertake annual commercial audit for each main contract to ensure good practice and compliance with procedures
Prepare monthly financial reports identifying trends and areas for improvement
Experience on Network Rail related claim
Specialist Claims Responsibilities
Collate all relevant EOT Claim information utilising
all available documentation, reports and programmes
Carry out staff interviews to validate data as required
Support the submission of EOTs through all stages of review, negotiation, approval to adjudication and a successful conclusion
Utilising existing data such as:
Concurrent delay;
Extension of time (EoT);
Disruption;
Baseline programme;
Programme updates and revisions;
Claim;
Entitlement;
Time at large and float
Additional Information
Proving delay and/or disruption is not an easy task and will be a time consuming process especially in complex projects with hundreds of activities, lot of details and interfaces with involvement of many stakeholders
It needs a lot of effort especially the process of recording and analysing each delay event. It is highly recommended not to follow the concept of wait and see which results in contractors submitting their claims for extension of time at the end of the project or after the contract completion date.
