£47,500 – £52,500 (dependent on experience) plus 30% shift allowance.
The unsocial hours allowance will commence only once you start the 24/7 roster which will be after successful completion of your training programme (this could be up to 9 Months) and successful completion of your probation period.
The RfLI Service and Infrastructure Manager leads and manages the team of Traffic Managers, Incident Response Managers, and oversees the safe delivery of the daily train plan within the Elizabeth Line Route Control Centre, through collaborative relationships with train operators and other Control Centre Managers to minimise the impact of service disruption whilst continuing to meet statutory, business and route performance requirements.
This is a Safety Critical Role.
Key Accountabilities:
- Leading the real time delivery of services on the network through collaboration with train companies, interface Control Centres and RfLI Route Control Centre staff during normal, degraded and emergency situations whilst applying risk control measures for safety critical work.
- Overseeing the application of standards, rules and working procedures (where competent) pertaining to the safe movement of trains and use of RfLI infrastructure systems and take appropriate corrective action to mitigate risk and exposure to loss.
- Organising and chairing relevant meetings and conference calls as necessary including at times of service disruption, possession and isolation management and pre-service start-up, in collaboration with relevant stakeholders.
- Leading on short notice possession and electrical isolation planning to mitigate risk to customers, staff and the business.
- Leading, managing and directing Traffic Managers to deliver safe and reliable infrastructure and ensure an efficient train service.
- Leading, managing and directing Incident Response Managers to incidents and other events to ensure the safety and operational integrity of the network appointing them as Rail Incident Office (silver)as required.
- Managing the application of agreed service contingencies and business resilience plans to mitigate the overall performance of the network and other services across and around London through stakeholder management.
- Managing the application of risk control measures for safety critical work, ensuring adequate systems, people and resources are sufficient to deliver the minimum operating requirement.
- Managing the application of performance and delay attribution and ensure reporting to relevant managers.
- Communicating decisive action during disruption to restore services to normal as soon as it is safe and practicable to do so.
- Line management of a team of Traffic Managers and Incident Response Managers, ensuring their continued development and delivery of high-performance teams.
- Assuming the role of Strategic Command (Gold) during significant operational incidents, liaising with other Strategic Commands from the emergency services, train operators, Network Rail and any other agency as required.
- Conducting, as necessary, Dynamic Risk Assessments to waiver from established rules and processes if they are not suitable in the circumstance, ensuring safe systems of work are in place.
- Conducting investigations as directed by Rail for London (Infrastructure) or Transport for London.
Knowledge:
Essential
- Knowledge of Network Rail and Train Operating Companies within the route and the key aspects of their business
- Knowledge of Train Operator performance regime and targets
- Geographical knowledge of the Elizabeth line route
- General knowledge of rules and regulations applicable to the post and where to find them. (All Service & Infrastructure Managers will be required to complete a training programme in order to attain the required knowledge of Railway Rules and Regulations in order to meet the requirements of this role.)
Desirable
- Geographical knowledge of adjoining routes
- Member of Institution of Railway Operators
