My client is a leading contractor focused on the delivery of rail infrastructure. The have a very successful regional business based in South Wales covering a wide spectrum of rail related work. They have secured a significant package of work as part of the CVL and have a requirement for a Design & Construction Engineer with a proven background within the rail sector. The contract has anticipated duration of 18 months and offers a day rate of circa £400 per day.

Purpose of Job

Responsible for providing engineering support to projects through Grip stages 2-7 as assigned.

Accountable to the Rail Engineering Manager with responsibilities reporting to the Engineering Manager for day-to-day management support.

Principal Accountabilities:

The Design and Construction Engineer is accountable for, but not limited to, the following:

Provide technical expertise, support and advice on all GRIP Stage 3 and 7

Support ECI process on projects where options development and appraisal are required by the client.

Undertake CRE construction for allocated schemes

Liaison with client, DPE, designers, CEM and other CRE disciplines as required

Ensure the policies and procedures of the Rail Management System are fully discharged

Promote and maintain effective client/stakeholder relationships to protect and enhance the company’s reputation to help enable repeat business

Uphold the core company values, inspire and encourage the same throughout the team

Detailed Responsibilities:

The Design and Construction Engineer is responsible for, but not limited to, the following:

Ensure you follow the requirements of the company handbook

Review the Construction Phase Plan and any Work Package Plan methodology and risk mitigation measures

Proactively engaging the Close Call reporting system, reporting anything that you see which is likely to endanger either your own safety or others’ health and safety

Support where required accident, incident investigations

Taking care of your own health and safety, and others who might be affected by your actions

Ensure discipline design or construction complies with current applicable standards, legislative requirements and specification

Review all designs for temporary and permanent works for submission to the client and review with the CEM prior to submission

Ensure that GRIP deliverables are to the correct standard and are provided within the required timescales for client review

Manage the design programme of deliverables and report to the Engineering Manager

Contribute to project feasibility and option development phases on assign projects

Maintain technical knowledge and status in line with post

Participate in and contribute to, design review meetings

Provide support for tender processes including review of pre-tender information, planning, estimating and quality submissions

Compliance with the Construction (Design) Management Regulations 2015 and the Railways and Other Guided Transport Systems (Safety) Regulations 2006

Identify any proposals for improving environmental sustainably or safety performance relating to construction methodology

Maintain technical knowledge and status in line with post

Responsible for the reviewing of documents as per the RACI matrix

Responsible for the reviewing of temporary and permanent work designs

Where competent undertake the role of Temporary Works Coordinator for assigned schemes

Develop Quality Assurance systems for assigned schemes

Any other duties commensurate with the grade and level of responsibility of this post, for which the post holder has the necessary experience and/or training to fulfil

Required experience, knowledge, qualifications and training

HNC Civil Engineering or similar

Ideally have around 6-10 years’ experience in a similar role, but any other relevant experience may also be taken into consideration

Knowledge of the GRIP Process

Relevant CSCS card

Desirable experience, qualifications and training
