Rail Design Manager - Vegas / Florida
A well-known International Engineering company is looking for a Rail Design Manager for a prestigious project in the USA. The Design Manager will be responsible specifically for track, OCS & power supply but will have a good all round understanding of all rail system & civil disciplines.
The Rail Design Manager will be reporting to the Operations Director and be accountable for the management of all design resources, both internal and external, programmes, and budgets to ensure the provision and delivery of efficient high-quality design to meet the client's requirements
Key Areas of Responsibility & Accountability
- Organise, manage, and develop robustly, a first-class Design Team
- Manage allocation of resources, to deliver required skills and keep the team utilisation on or above target
- Ensure the health, safety, and welfare of staff reporting to this post
- Manage overhead costs against budgets and manage robust records to support this
- Ensure deliverables are delivered within agreed timelines, according to the agreed quality and in line with all safety rules, principles, and other competence requirements
- Ensure the maintenance of suitable hard copy (if required) and soft copy records for regular audit
Support the Operations Director in preparation of annual budgets and maintain cost control processes to support target delivery in accordance with company procedures
- Support and participate in an efficient organisational structure, ensuring the right balance between staff and subcontract staff where applicable
- Provide information regarding resource availability and competency for Design related bids and/or projects.
- Responsible for ensuring that the supply of staff and supporting resources to the project teams deliver high quality technical services and solutions, improving technical excellence within the Infrastructure Division
- Interface with the Construction Managers, the Systems Engineering and Integration Managers
- Ensure proper incorporation in the Design of all applicable Project Requirements, standards, RAMS, O&M, Interfaces, configuration, and assets requirements.
- Ensure that all those requirements are propagated/allocated to the vendors and subcontractors via appropriate specifications for subdelegated design (as applicable), fabrication and manufacturing, Installation, testing and commissioning.
- Implement interdisciplinary coordination between systems and foster Systems Engineering culture within the larger group
- Heavily contribute to the definition, resolution, and closure of interfaces
- Establish and maintain a comprehensive list of deliverables and use it to monitor Design progress. Illustrate with KPIs.
- When needed, gather advice from internal and/or external expert matters as applicable
- Manage processes to optimise operational delivery and to provide consultative advice on Design issues where applicable
- Liaise closely with the Project Planners to ensure accurate programme updates are provided in line with project reporting requirements
- Ensure by audit and review that all internal and subcontract resources are competent to undertake their specified works in accordance with all procedures where applicable
- Provide for review, any Design related Quality & Safety issues.
- As you will expect the organisation may change from time to time and you will be expected to meet the operational requirements
- Any other reasonable duties as required from time to time
Person Specification
- Member of appropriate institute with registered status or working towards
- Experience of managing a business function with financial accountability
- Proven experience of managing design against programme
- Proven experience of team leadership and influencing staff.
- Previous experience in delivering Design services
- Proven experience of delivering budgets and timescales
- Understanding of all other rail disciplines and interface management
