Job Purpose
Applies significant expertise in the field of engineering which is deployed in the analysis and resolution of medium
complexity or network-wide technical problems, providing technical guidance, advice and expertise to senior internal and
external stakeholders, interpreting technical strategy, checking or producing designs, associated drawings, information,
calculations and research
Key Accountabilities
1. Ensures the safety, functionality or compliance of medium risk newly implemented or altered assets, engineering
processes, procedures or systems
2. Leads the development and implementation of medium complexity engineering solutions within their stated discipline or
functional specialism, through the provision of subject matter expertise or management of multi-disciplinary teams
3. Provides internal stakeholders with appropriate challenge and professional advice to ensure the development or delivery
of high quality, tested engineering solutions
4. Represents TfL Engineering as a subject matter expert when engaging with suppliers, customers, industry bodies and
external agencies, identifying and influencing best practice to enable continuous improvement across TfL
5. Makes authoritative technical recommendations which have a medium impact on organisational performance in both the
short and longer term
6. Evaluates, selects and applies appropriate solutions to medium risk / value / complexity engineering problems that
improve efficiency or effectiveness, while improving safety and reducing operating costs.
7. Acts as Delegated Standards Technical Authority (where assigned), reviewing or maintaining technical or functional
strategies, standards and governance for their stated discipline or function, taking into account cost, risk and quality
requirements as specified by the business
8. Leads a culture of continuous improvement through the identification of best practice, innovation, whole life cost
optimisation and effective root cause analysis
Financial Impact
The job holder has a high influence over the deployment of multi-million pound expenditure on major programmes, projects
or interventions that may affect the availability and reliability of the transport network and hence a major contribution to the
delivery of services to customers.
Key Interfaces
Heads of Engineering - to understand their technical challenges
Heads of Profession - for any necessary escalation of staffing or technical issues
Other Engineering Disciplines - as part of a multi-disciplinary team for engineering services
Regulatory / Industry bodies, Academia and Suppliers - to influence and gain knowledge of standards, legislation, best
practice and innovation.
Contracted Services - Managing the deliverables from engineering consultancies
HSE - to agree the approach to the management of asset, customer and workforce safety
TfL Operational Units - to support the safety, reliability and performance of the Transport Network
Sponsors - to understand their outcome requirements.
Project Managers - providing engineering services to a project
Knowledge
1. Chartered Engineer, recognised international equivalent or possesses equivalent knowledge and experience
2. Deep understanding of the challenges of introducing new assets or changes in practice into the transport system and
the necessary trade off between cost, time and quality
3. Good level knowledge of a relevant engineering discipline or functional specialism
4. Good understanding of the interfaces between own discipline / functional specialism and the wider transport system
5. Good understanding of the principles of risk management and value engineering
6. Knowledge of applicable health & safety legislation, industry best practice, standards and guidance
7. Knowledge of the TfL Vision, Mayoral Transport Strategy, Business priorities and financial constraints
Experience
1. Significant experience in several of the following areas: conception, specification, design, construction, testing,
commissioning, bringing into use, operation and or disposal of assets, systems or changes to engineering practice
2. Broad experience of managing multi-disciplinary engineering teams or applying subject matter expertise to resolve
complex technical challenges
3. Broad experience of applying professional engineering judgement to support significant value programmes, projects or
operational activities
4. Broad experience of building relationships with and influencing a wide range of stakeholder at all levels within and
out
