Signalling Design Delivery Manager

PURPOSE OF THE JOB

The Signalling Design Delivery Manager role is based within our Signalling design centers around the UK. These centers of excellence
undertake Signalling Design and System Engineering activities that support Signalling Design Projects within the SS&I business.
Our signalling projects use the wide range of Alstom signalling technologies ranging from SMARTLOCK 400T system, Modular Control
Systems and VHLC (Vital Harmon Logic Controller). The projects are multidiscipline, complex and are strategically important to our
clients. Our engineering teams are supporting some of the most significant projects with the UK, including Resignalling, Enhancement
projects and the digital railway initiative.

To manage design teams in the safe execution of signalling design activities required to deliver signalling project works, whilst
maximizing the efficiencies associate with best use of standard design tools and procedures.
Provide technical leadership to the design teams and interfacing to all forms of internal and external Project Management,
Engineering, Commercial, Installation and Test disciplines.

The role requires a proactive practical approach to resource utilisation and undertakes the role of CRE Design.

• Lead a Signalling Design team in the delivery of major and minor project works whilst undertaking the role as CRE Signalling
Design.
• Ensure on time and cost-effective delivery of all aspects of the engineering design solution.
• Undertake design reviews to ensure that design is delivered to programme and the output is compliant with defined scope and the
• applicable standards. Participate in the integration of design, installation and testing activities and that the end product meets the
client specification and has technical integrity.
• Ensure all Signalling design deliverables are produced in accordance with project programme, budgetary and technical
requirements.
• Undertake work package management and be accountable for the delivery of the engineering activities in line with the allocated
budget.
• Ensure all Signalling design deliverables are in accordance with appropriate railway standards, technical constraints, health and
safety legislation, Alstom company procedures, CDM (Construction, Design & Management) regulations and CSM (Common
Safety Method) procedures.
• Identify, capture and manage Signalling Design Requirements.
• Support when required SS&I business development with tendering activities ensuring the quality of estimates, system description,
system architectures, implementation strategies and methodologies.
• Provide governance and assurance to all tendering activities ensuring assumptions and execution risks are captured during the
tendering process.
• Identify operational risks, construction risks, maintenance risks and system risks within design and identify and implement suitable
• mitigation to minimize these risks.
Provide an effective mechanism for design team management with clear communication lines to safely meet project timescales
and budget expectations.
• Liaise with the Signalling Design Engineering Manager and project planners to develop and maintain accurate delivery schedules
and resource forecasts.
• Provide guidance and training for design staff as required, including identification of external training needs.
• Represent Alstom at external client and subcontract meetings, ensuring effective interface management with design stakeholders,
• integrated with all associated company, client and 3rd part project disciplines.
• Implement and maintain best practice signalling engineering processes as part of a continual improvement plan to increase
• efficiency and minimize cost of non-quality and technical / delivery risk.
• Undertake mentorship and coaching to support the succession planning throughout the Design Engineering business. Support
Performance Management and staff development activities for the local teams when required.
• Support the Competence Manager with the execution of the IRSE licensing scheme and the internal competence management
scheme.

• The role is based at one of the UK design offices although travel to other project locations, client offices and design offices will
need to be undertaken when necessary.

MAIN REQUIRED COMPETENCES
Educational Requirements

Mandatory:
• 7.8.110 IRSE Engineering Manager (Design) License.
• HNC/HND Electrical and Electronic Engineering

Desirable:
• 1.1.550 IRSE Signalling Principles Designer License
• (Minimum)
• 1.1.160 IRSE Signalling Design Verifier License
• Institution of Railway Signal Engineers (IRSE)
approved assessor.
• IRSE A1 assessor or equivalent.
• BSc or BEng degree level education in an engineering
discipline.

Experience Mandatory:

• Extensive experience of signalling design with an in-depth
knowledge of Signalling Systems.
• Able to understand and interpret electrical and electronic circuits,
data sheets and specifications.
• Experience of applying CDM (Construction, Design and
Management Regulations).
• Experience of applying CSM (Common Safety Method).
• Extensive experience of RSSB (Rail Safety and Standards Board)
Signalling standards.
• In-depth knowledge of the application of Network Rail Standards.
• Knowledge of railway construction methods and materials on
complex projects.
• Understanding of V & V cycle.

Desirable:
• Awareness of requirements capture.
• Project Management and Finance Management.
• Membership of the IRSE (Institute of Railway Signalling
• Engineers).
• Signal and systems engineering experience in project
delivery.
• Detailed knowledge of signalling interlocking systems
(SSI, Smartlock)
• Experience of signalling control systems
• (IECC,MCS,TDMs,TDs)
• Extensive knowledge of engineering interface with
other disciplines, i.e. Civil Engineering, Permanent
Way, Electrification and Telecommunications.
• Development of generic design solutions.
• Tendering signalling design projects.
• Training and development of staff.
• Knowledge of EN50128 compliance requirements.
