TRU is a once-in-a-generation rail upgrade programme to deliver faster, longer, more frequent and more reliable rail services across the north of England, from Newcastle, Hull and York towards Manchester and Liverpool via Leeds. By connecting the major cities of the North with an enhanced, more reliable service, it has the potential to impact the lives of thousands of passengers and support economic growth across the whole of the north of England.
Amey, in partnership with Arup, BAM and Network Rail is upgrading the route between Manchester and Leeds, which includes civils, track, railway systems and electrification. The opportunity to use modern digital signalling and train control also means we can lay the foundation for the Digital Railway.

What is the purpose of this role?
- To assume responsibility for leading the engineering and design management for the Transpennine Route Upgrade scheme whilst also influencing the multi-discipline design from an engineering and constructability perspective and reviewing successful engineering outputs and programme benefits, driving efficiencies within the programme, demonstrating sound commercial awareness.
• To deliver technical advice to project teams and ensure project deliverables meet quality requirements and, as a member of the projects team, provide key engineering support throughout the project full-life-cycle, ensuring that technical and safety standards are being applied through a critical examination of design submissions.
• To lead the development of programmes, budgets and solutions for stakeholder reviews and gateway approvals. To drive innovation in terms of the Alliance’s services, solutions and approach and to seek out and harness ideas from deep within the business that can be presented to customers as part of the solution content. To identify and mitigate any risks arising.
Opportunities including the provision of technical direction and support during the development of programmes including resource management, applying knowledge of client relationships and technical understanding of the projects.
• To champion compliance and standards, to do this by reviewing specifications and procedures and completing detailed reviews of project quality plans and develop documentation in preparation for acceptance of assets into the service.
• To embrace and promote a culture of safety that identifies and corrects unsafe operating procedures. To ensure all Alliance personnel adhere to established quality, health, safety and environmental policies and procedures, to be accountable for compliance with local legislation and to facilitate external and internal audits.
• To provide guidance within method statements, interpretation of engineering standards and suggest improvements to the design team and client, ensuring reliability and risk issues are identified and efficiently addressed.
• To assume responsibility for reporting and documenting activities such as work specifications, working instructions, operational safety plans, project engineering designs and commissioning plans and propose improvements where this is appropriate.

What are we looking for?
A proven and successful track record in an engineering leadership position gained with a company providing engineering services or similar to the Rail Sector or possibly another aligned industry where Alliances are commonplace.
It would be advantageous to possess experience of Engineering management across a wide range of disciplines within rail services.
Commercially focused, creative, confident, self-driven and inventive with an up-to-date knowledge and experience of multidisciplinary engineering projects. Able to work productively in a matrix environment and to cope with complexity. In possession of strong planning and facilitation skills, able to build effective teams and to challenge the status quo through the presentation of well-reasoned alternatives.
Able to make sound decisions based on relevant information and to operate to tight deadlines.
Excellent communications skills – the ability to listen and to communicate confidently with senior management, colleagues, customers, suppliers and Alliance partners and to simplify complex ideas.
Excellent customer relationship management skills, high levels of customer credibility and able to work collegially with all parties.
Diplomatic yet resilient and able to stand one’s ground and to “cut to the point” when required.
Outstanding people management, leadership, organisational, collaborative, inspirational, analytical, influencing, motivational and resource management skills.
High levels of personal initiative, professionalism, motivation, credibility and integrity, able to secure buy-in from others to new ideas and concepts.
