Fibre Network Engineer - Planner in Norwich, Norfolk, United Kingdom

As Master Supply Partner, PSR Solutions are proud to be working in partnership with the UK arm of this leading international and multidisciplinary infrastructure construction company, specialising in the development and delivery of key infrastructure projects across the globe such as railway construction and systems, roads, tunnelling and fibre optic networks.

Having worked on a number of the UK's most prestigious Major Projects and Alliance Partnerships, they are currently focusing on the funding, design and construction of fibre networks, and are growing 3 UK regional hubs.

They currently have an immediate requirement based either within their London Head Office team or Norfolk regional hub for a Network Planner to support the tendering and delivery of new fibre optic networks.

OVERVIEW:

The Fibre Engineer / Planner is primarily responsible for providing end-to-end planning and design, implementation and support of fibre connectivity solutions for Infrastructure projects within the UK. The engineer will manage and coordinate installations, executing and serving as single point of contact to outside organisations, contractors, internal Project Managers other departments. They will provide direction and project ownership by leading the planning costing, implementation, execution and communication of projects.

KEY RESPONSIBILITIES:

  • Planning & Delivery of all optical network infrastructure projects from survey / tender stage to planning right through to acceptance.
  • Responsible for daily management and supervision of construction and fibre engineering vendors to expedite the construction, cabling, fibre splicing & testing to deliver multiple OSP projects.
  • Design and review fibre optic network designs as per each individual project requirements.
  • Production of detailed project costing & BoM.
  • Production and issue of high-level design and installation documents.
  • Receive and review network As-built information including fibre analysis.
  • Assist Sales Engineers to generate routes drawings along with costs, for prospective customer opportunities and network capabilities
  • Interact with Project Managers on network quality issues that require resolution prior to acceptance.
  • Standardise and maintain Network information within salesforce for customer networks and infrastructure projects, maintaining accuracy and validation.
  • Manage relationships of Local Authorities, 3rd parties and ROW contacts. Having a close working relationship with underlying rights group to identify and prepare work permitting and building access agreements.
  • Perform Health & Safety and Quality Assurance checks to ensure compliance.
  • Provide specialised telecommunications technical expertise to support telecoms civils construction methods and optical cable installation both externally and within a datacentre environment.
  • Provide direct interface with customers, subcontractors, local authorities and company personnel. Support customer meetings as necessary and travel to client and/or construction sites.
  • Oversee procurement of equipment and materials related to the assigned projects.
  • Execute Bid Process support, inclusive of fibre networks, infrastructure, backbone design and budgetary requirements.
  • Verify and update project documentation to manage project delivery, risk, budgets and internal/external communication.
  • Provide on-call support to respond to and troubleshoot network outages and emergency restoration activities.
  • Timely tracking of project progress and budget in work management system and other manual trackers.

For this position, the ideal candidate should have the following skills, experience and knowledge:

  • Minimum proven record of 3 years' experience working in a fibre network planning / design department within the telecommunications industry.
  • Proven experience of working within a team and ability to work alone.
  • Excellent communication skills when dealing with colleagues, management, third party contractors and customers.
  • Working knowledge of outside plant, fibre optics, telecommunication networks, optical transport equipment and project management experience.
  • 3 years familiarity with all types of outside plant construction and experience managing large capital projects.
  • Familiarity with all facets of OSP management, including quotations, construction, RAMS and delivery, to understand and read construction documents.
  • Management of multiple aggressive RFP and design construction schedules and responses.
  • Good knowledge of Email, MS Excel & Word, Google Docs, Visio, Google Earth, AutoCad and Smallworld GIS.
  • Full ability and willingness to support on call/ out of hours duties with some overnight travel where required as dictated by the needs of the business
  • A valid driver's license & passport as you may be required to travel as required to various assigned projects.
  • A valid UK permit to work

Desirable:

  • Relevant experience working in a similar role within a telecom/utility environment
  • Optical test specification/results. (Knowledge & use of "fast reporter")
  • Working knowledge of the PIA network and associated documentation
  • NRWSWA accredited
