Who are we looking for?

We're looking for an experienced HSE Officer support the health, safety and environmental (HSE) function by carrying out site assurance visits (inspections/ audits), conducting and assisting in HSE investigations, providing HSE advice and support to the business and project teams with regard site documentation creation, and review (not limited to CPP, WPP, TBS, RAMS and other HSE Documentation) to support compliance with legislative requirements, namely Construction (Design and Management) Regulations 2015 and Client Standards.

Responsibilities:

  • Ensure all work is carried out in accordance with HSE legislative requirements, company procedures and client requirements
  • Providing project teams with advice, direction and leadership on all aspects of project safety management as required to ensure ADComms meets its legal obligations under Health, Safety and Environmental law, and client/ industry requirements
  • Co-ordinate and assist the project team to prepare, monitor, review and update project HSE documentation as defined under contractual documentation and CDM 2015 Regulations
  • Liaise with members of the project team on an as required basis to address, review and/or advise on HSE related matters
  • Investigate all accidents, close calls and other loss events across projects and report findings into HSE Manager and Project Team
  • Undertake and record project HSE Inspections and Audits on a weekly basis, or as required as per the HSE Department Inspection/ Audit Schedule and Project Contractual Requirements
  • Ensure issues raised during site inspections and audits are dealt with in a timely manner
  • Provide guidance and advice to the project team on CDM/ other legislative compliance throughout project lifecycles as required
  • Attend progress meetings including kick-off meetings and other meeting requirements throughout project lifecycles as required
  • Liaise with client project managers/representatives on HSE matters, site issues and company performance including assistance with Principal Contractor Licensing
  • Prepare and carry out company inductions for staff and/or contractors/sub-contractors prior to their involvement on applicable projects
  • Prepare Toolbox Talks, Safety Briefings and cascade information to applicable project teams, and site staff
  • Keep abreast of legislative requirements/ client standard changes/ updates and advise the company and project teams on impacts
  • Produce and report on agreed HSE Key Performance Indicators as set by the HSE Manager
  • Assist during internal and external audits as required by the HSE Manager
  • Participate in Safety Stand Down Events, Committee Meetings
  • Assist the bid team on Health, Safety and Environmental areas as required to assist in new work winning
  • Support ADComms in its continuous drive to improvement health and safety culture across the business
  • Other Health, Safety and Environmental duties as required to support the business in its legal obligations and support the HSE Department/ HSE Manager in discharging those duties.

Training and/or relevant experience(s)

  • 3 – 5 Years Experience in HSE Roles with Rail/ Construction Background
  • NEBOSH General or Construction or equivalent Level 3 Health and Safety Qualification
  • Environmental Qualification such as NEBOSH or IEMA
  • Member of IOSH or IIRSM
  • PTS, AC, DCCR
  • Experience in Rail (Network Rail)/ Construction
  • Good knowledge of Construction (Design and Management) Regulations 2015
  • Knowledge of Construction Project Management Arrangements
  • Knowledge of Health, Safety and Environment Management Systems such as ISO 45001/ ISO 14001
  • Good interpersonal, communication and organisational skills
  • Provide information in a timely and professional manner
  • Ability to manage data reporting and databases with high level competence in Excel, Powerpoint and Word
  • Use of other IT Software including Outlook and Teams
  • Excellent communication skills with an ability to get on with stakeholders at all levels of the business

Other Requirements

  • Full UK Driving License
  • UK travel required on a frequent basis for project site visits
