Job Description
To support the Lead Engineer in all technical matters associated with the planning and construction of the allocated multi-disciplinary sites. To co-ordinate all PWay aspects of construction and associated works with the other disciplines, and to deliver construction work safely to the level of quality expected by the company and the client on time and to budget in line with all relevant standards, processes and procedures.
Key Areas of Responsibility & Accountability
- Work as directed by the Delivery Manager and Lead Engineer
- Ensure proposed construction plans are safe, cost effective and achievable
- Assist the Technical and Lead Engineers in improving productivity and introducing innovation
- Carry out risk assessments as part of design and construction work
- Carry out analysis, prepare plans/programmes, detailed site/track/topographical surveys, review or check Particular Specifications, designs or estimates, undertake detailed planning, site visits and progress work as directed.
- Assist Construction Manager and Lead Engineer to produce planning documents, multi-discipline Work Package Plans and Task Briefs
- Carry out CRT site assessments
- Discuss all construction and construct ability issues with the construction team possess
- Hold competence to raise/remove TSR to level 3 at any line speed
- Perform and control all on site technical activities and quality control, such as surveying, stressing and tamping
- Ensure liaison with other disciplines
- Ensure development of Junior Engineers/apprentices
- Follow all safety critical processes (such as ground disturbance, As-builts, CRT and track commissioning)
- Refer any design issues to the Lead Engineer (CRE) and CEM
- Refer non-compliance's to the standards and all technical issues to the Lead Engineer (CRE) and CEM
- Ensure timely production and communication of reports, including the submission of technical documents for the Health and Safety file.
- Attend planning and technical meetings as directed
- Attend engineering and technical briefing as directed
- Attend at all training and induction courses as directed
- Assist in audits as directed
- Cover weekend / night duties as per roster
- Ensure all foreseeable risks are identified and suitably mitigated
- Ensure construction work is delivered to the required quality and on-site quality checks are carried out.
- Carry out technical duties at worksite including all aspects of laser controlled digs, construction tamping, stressing and track commissioning (speed raising)
- Control all on site technical activities and quality control
- Ensure timely and accurate site mark ups, including CANT markings
- Ensure site reporting is completed satisfactorily
- Achieve zero technical non-compliances and corrective actions under external technical audit
- Maintain a register of calibrated equipment and suitable quarantine process
- Prepare plans/programmes, detailed site/track/topographical surveys, As built diagrams, dig sheets, stressing diagrams, review or check Particular Specification, designs or estimates, site visits and progress work as directed.
Specific Safety Responsibilities
- Undertake or manage safety critical or safety of the line activities
- Identify foreseeable risks related to survey, design, construction and maintenance of the infrastructure
- Ensure that risks are designed out where possible and that remaining risks are adequately mitigated and communicated to the construction team
- Participate in regular monthly safety meetings with Delivery Manager / Construction Manager / Lead Engineer.
- Report all accidents, and incidents
As this post has no direct reports, you are responsible for ensuring that:

Person Specification Essential
- Education to HNC/HND in Civil Engineering or equivalent suitable experience
- Comprehensive understanding of permanent way and related engineering principles, including interfaces between disciplines
- Good knowledge and understanding of track standards, processes and procedures
- Computer literacy
- Safety Management training
- Knowledge of Health and Safety legislation relevant to Construction and Engineering
- Must be able to drive
