Contract
A Telecoms Engineer within the TFL Engineering team, working on the 4LM (Four Lines Modernisation) upgrade of railway signalling system across London Underground's sub-surface lines with specific duties for supporting the assured delivery of the railway signalling fixed and wireless Data Communications System (DCS). The job holder will provide specialist engineering support to the 4LM Programme and will have accountabilities ranging from assurance of design through to test validation and maintenance readiness.
Key Accountabilities & Duties
Implement the security lifecycle for 4LM ensuring that the Communication Based Train Control (CBTC) system as well as LU interfaces and other projects are designed, installed, tested and commissioned securely;
Liaise directly with the supplier's Electronic Security Architect to deliver security throughout the project lifecycle;
Lead review and acceptance of all DCS & Cyber Security activities & products required for the assured delivery of the programme:
o DCS Designs & Approvals. Optical Rings design & Bookwiring; Fibre optical cable plans & schematics; Radio Data Communication System application; DCS related maintenance documentation (manuals, procedures, etc).
o Design & Testing. DCS design documents; DCS Shadow Mode Running (SMR) design & test documentation; DCS Subsystem Requirements Verification Report (SRVR); DCS Interface Control Description (ICD); Master Test Procedures / DCS Test Procedures; Miscellaneous signalling documents - DCS / Comms aspects (eg - interface, requirements, etc).
o Configuration & Software. DCS configuration settings; DCS related software changes/issuing & change requests to modify DCS performance, reliability or functionality; Software Release Certificates (SRC) for Testing & Revenue; DCS handover requirements / population.
o Maintenance Training Facility & Training. LU DCS Training endorsement & course content issues; LU Skills Development - Training Issues / Troubleshooting / Assisting; Maintenance Training Facility DCS Issues (Technical) - eg missing / problematic functionality.
o Safety Assurance & compliance. DCS & Cyber Security safety case - documents and risks/dependencies (eg - Cyber Security Safety Case for 4LM); Production of DCS related concessions; Final design review & comments.
o DCS & Programme Cyber Security. Liaise directly with the supplier's Lead Data Communication System Engineer throughout the project lifecycle; Cyber Security documentation; Addressing security queries to maintenance / instructing policy etc; Liaising with Cyber Security Incident Response Team; Miscellaneous DCS / security issues (eg -patching, A/V, etc).
Liaise with internal and external contacts such as Project Engineers, Project Managers, Discipline Engineers, equipment vendors, Test and Commissioning (T&C) staff, maintenance representatives;
Interface with all other project sub-systems and teams ensuring security is correctly implemented;
Assist with the development of training and maintenance material for both data communication systems and cyber security;
Mentoring other staff in the delivery of the role.
Skills, Knowledge and Experience
This is a role which requires existing skills, knowledge and experience to effectively and efficiently maintain current impetus on the re-signalling programme without the need for TfL to develop capability. The role will primarily be office based however attendance on site for survey and inspection may also be required.
Knowledge
Understanding of CENELEC 50159, LU Security Policies, CPNI Good Practice Guides and the DfT Guidance for Rail;
Deep understanding and application of data communication systems in the rail industry including fibre design, radio communications, computer networking;
Understanding and application of COTS network devices such as Hirschman and Cisco. Certification with CCNA, CCNP or CCIE is preferred;
Understanding of Windows and Unix environments as well as V-Sphere and Virtual Machines;
Understanding and application of cyber security in engineering assets, preferably in the rail industry. Certification in CISSP or GICSP is preferred;
Good understanding of the LU network, its processes, requirements and constraints;
Knowledge of Telecoms asset maintenance requirements and good industry practice;
Knowledge of safety legislation and operating rules and regulations;
Knowledge and understanding of designer responsibilities under CDM regulations;
Knowledge and capability to undertake quality inspections and site investigations;
Knowledge of risk management principles.
Experience
Extensive experience of delivering railway signalling DCS, preferentially related to deployment of Thales Seltrac CBTC;
Relevant working experience in the design, testing and commissioning and maintenance of communication networks and systems;
Experience of working in a construction or engineering environment;
Wide experience of providing professional and technical advice, guidance and support on telecommunications delivery projects;
Experience of carrying out technical document review and analysis;
Experience of building relationships with, and influencing, a range of people at all levels within and outside the organisation.
