Job Purpose
The Site Foreman is responsible for scheduling, co-ordinating and supervising the work of all site operatives and supervision of work packages to support the delivery of wider projects, while being commercially aware and maintaining high standards of health and safety, quality, social, environmental control. They will deliver work packages, to the specified quality, the required programme and to the highest standards of safety. The post-holder will work closely with sub-agents/site managers, engineers and surveyors to ensure that work packages are completed in a safe manner whilst customer requirements and expectations are always maintained or exceeded.
Key Roles, Responsibilities and Accountabilities
Health, Safety, Environmental, Quality and Social Management
- By example, promote the highest possible standards of leadership when implementing procedures and best practice, ensuring compliance with Group procedures and legal obligations encouraging a safety culture in full support of the values
- Allocate responsibilities and duties for site operatives, check understanding and provide training as necessary
- Assist the sub-agent/site managers and site engineers in the production of Health, Safety, Environmental, Quality and Social Management documentation and ensure these are kept up to date
- Assist with the production and deliver task briefings, toolbox talks, inductions and daily briefings and that the controls are implemented on each work package
- Undertake daily site inspections, ensuring that reports are produced, liaising with the necessary parties
- Proactively promote continuous improvement initiatives (e.g. customer and supplier feedback, back to basics, process improvements and knowledge management)
- Assist the sub-agent/site Manager in ensuring that safe systems of work are well briefed and implemented by the site personnel, sub-contractors and suppliers in line with the Internal Management System
- Take immediate action to resolve unmanaged risks and report Close Calls, Incidents, Process Issues and Suggestions
- Liaise with third parties to ensure compliance with regulatory standards
Site Supervision and Management
- Understand and interpret the client's drawings, specification and industry standards to achieve the highest quality standards
- Take ownership of individual work packages, while being commercially aware and managing risk of site activities
- Ensure all site personnel and contractors carry out their works in accordance with the safe system of work in place
- Organise and monitor the work of sub-contractors and suppliers
- Order and manage plant and labour on a daily basis - ensure equipment is allocated, used and maintained correctly including being ready for use and left clean and tidy after use
- Maintain accurate and appropriate records including completing and promptly returning end of shift reports, recording and reporting changes in scope of work and completing and promptly returning all receipts, GRNs, tickets
- Coordinate deliveries and collections to and from sites
- Support the sub-agent/site manager to manage and monitor the contract deliverables, ensuring all such deliverables and associated communications to clients are completed in a timely manner to ensure meets its contractual obligations in a collaborative and integrative approach.
- Deputise for the sub-agent/site Manager, as required, providing appropriate input and information to promote informed decision-making.

Qualifications and Training
Essential
- SSSTS
- CSCS (Gold Card)
- CPCS Lift Supervisor / Banksman / Slinger
- NRSWA Supervisor
- Avoidance of underground services training
- First Aid
Desirable:
- NVQ Level 3 /HNC
- SSSTS
- SEATS
- TWC
Technical Skills and Experience
- Proven ability and experience delivering Civil Engineering work packages, with excellent engineering control
- Excellent organisational, planning and time management skills; able to manage work packages simultaneously without compromising on standards and quality
- Ability to develop friendly and professional customer focused relations with others; Self-driven, results-oriented with a positive outlook
- Working knowledge of CDM 2015 regulations and relevant industry regulations
- Able to challenge designs, resolve problems and produce and explain accurate plans and drawings
- Ability to assess and adequately mitigate all risks including those associated with working within the railway environment
- Good Microsoft Project Skills
- Experience managing work packages and working with other departments to achieve project deliverables.
- Excellent people management skills with the ability to influence and mentor to motivate employees to achieve exacting standards of compliance
