JOB DESCRIPTION
Resources Manager across the alliance providing capacity and demand data for effective business planning to the Heads of Discipline for labour, plant and materials. Project manage the implementation of resource management tools and training as required. Support future innovation across the alliance in project delivery, planning & project controls.
KEY ORGANISTIONAL RELATIONSHIPS
- Work closely with the Heads of Discipline and Operational Delivery leads on a day to day basis providing support as required.
- Stakeholder management across projects including project management, integration, design and construction.
- Ensure resource management process is embedded into projects in accordance delivered in accordance with the alliance resource management plan.
- Provide support and technical information to the Planning & Project Controls Director for decision making and onward cascade to AMT, ALT and owner organisation.
- Provide vacancy information to the Organisational Development Lead as required.
- Support the implementation of the alliance resource management tool and arrange any training and upskilling as required.
- System Owner for all resource management tools within the alliance.
- Owner of any Alliance KPI’s associated with resource management.
KEY SKILLS ESSENTIAL / DESIRABLE
Essential
- Proficient in digital resource management tools.
- Have proven working experience within project teams within the rail industry.
- Demonstrable experience in managing financial metrics such as utilisation and forecasting.
- Experience in managing resources across multiple projects.
- An understanding of end-to-end rail project delivery design, construction & testing.
- Proven leadership skills.
- Excellent organisational skills.
- Excellent presentation skills

Charter. Performing the Works in accordance with the Alliance Charter. Ensuring that all members of the Planning team understand the Alliance Charter and perform the Works in accordance with the Alliance Charter.

Culture. Creating the right culture. Creating a culture necessary to achieve exceptional results in delivery.

Roles & Responsibilities / Development of team. Development and deployment of the Planning Team and definition of roles and responsibilities. Hold effective performance coaching conversations and 121s on a regular basis with all direct reports.

Resourcing. Ensures that resource levels and competence for the Planning team are appropriate. Support the recruitment of suitable individuals for Project roles by reviewing technical capability.

Integrated Management System (IMS). Development and deployment of Planning management plans, processes and procedures. Support the following processes across the Alliance:
Risk Management, Change Management, Earned Value Management, Key Results Areas / Key Performance Indicators, Alliance Reporting (notably PRM / ALT / MBR), Schedule Management, Critical / Key Resource tracking & reporting, Volume / quantity reporting (design & construction).

Work Status Reports (WSRs) resource management data. Preparing work status reports in a format and at times acceptable to the Owner.

KRA / KPI. Preparing Key Result Areas performance reports in a format and at times acceptable to the Owner.

Upskilling wider team. Technical briefings & mentoring of project teams in Programme Controls areas. Works collaboratively to ensure the sharing of knowledge, experience and best practice in respect of Planning & Controls.
Innovation. Committed to innovation, creativity and personal development to contribute to the overall effectiveness of the planning & controls function.

Provide resource Critical / Key Resource tracking & reporting information for the Alliance

Team Updates / Briefing. Undertake briefing to Planning team and ensure that the team understands strategic direction of the Alliance and inform the team of any changes.
