Engineering Mobilisation Manager
Purpose of the Job
To manage mobilisation activities for Rail for London’s Engineering team, part of the Infrastructure Management organisation accountable for operating and the development of processes, procedures and interdependencies with other teams and to advise the Head of Engineering on matters relating to the successful transformation of the current team into the engineering authority for the emerging infrastructure manager organisation.
Principal Accountabilities
- Take a lead role in the establishment of the future steady state organisational and working arrangements for the IM Engineering function of Rail for London (Infrastructure).
- Develop processes, procedures and plans for the successful transformation of the current team into the engineering authority for the emerging Infrastructure Manager, in good time to meet the phased introduction of train service.
- Work with the IM Engineers and Standards Manager to put in place strategies, plans and processes for the proactive management of standards for the Central Operating Section of the Elizabeth Line.
- Work with the IM Engineering Team and the Project Handover Team to develop processes to manage the successful transfer of asset information from the project to the IM organisation.
- Manage the delivery, and where necessary, develop processes and procedures aligned with the management and operation of an effective asset management regime.
- Adhere to guidelines of the RFLI Business Management Team regarding production of plans, reporting and ad hoc analysis tools.
- Develop and produce routine and adhoc progress and performance reports / dashboards including safety, schedule, quality and related data for internal and external presentation and review. Provide assistance to the IM Engineering Assurance function where required.
- Implement risk and issue management through the identification, mitigation and maintenance of project risks and opportunities including upkeep of related registers.
- Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.
- Co-operate with RFLI in all matters relating to health and safety, including following safe working procedures at all times.

- To work successfully between various disciplines in order to develop an accurate and complete mobilisation project programme.
- To be able to clearly identify solutions to problems arising from large volumes of information and be able to derive good intelligence for the IM Engineering Team from them.
- To develop products based on good practice or, if required, from first principles.
- To be able to work effectively within extremely tight deadlines.
- To provide clear and robust management direction, being prepared to challenge individuals in a constructive manner and pursue sources of information in order to progress works to schedule.
- To communicate and report progress in a concise, timely and accurate manner, keeping senior management well informed.
- To maintain a high level of flexibility when dealing with changing requirements.
- To carefully interface with different teams and stakeholders and appropriately handle information of various sensitivities.
- To identify issues and offer solutions that may be practically implemented for particular maintenance requirements.
Person Specification
- A self-starting ‘doer’ who will personally take on the workload and deliver it to a high standard with minimal supervision, once briefed.
- Experience and exposure to the workings of the Engineering function within a railway environment.
- Experience in an Engineering Management role is desirable
- Flexibility to be able to rapidly move from one workstream to another as directed, when pressure of work dictates.
- Awareness of safety regime within railway industry, railway operations, engineering and manufacturing.
- Excellent interpersonal, analytical and communication skills (verbal and written), at all levels.
- Strong influencing skills and an effective team player.
- Ability to manage internal and external stakeholders and deal with competing interests in an inclusive and pragmatic manner.
- Strong delivery ethic, with excellent programme awareness and a commitment for successful delivery to schedule.
- Ability to give pragmatic and timely technical support advice to internal and external parties.
- To confidently act as the 'face' of RFLI IM Engineering and represent its interests to other teams and bodies.
- Basic project management ability including knowledge of schedule management, risk / issue management, approvals & acceptance, quality, safety matters, programme, dashboards.
