Summary:
PGM are now recruiting for an exciting new Rail Project in West Africa. Our client is committed to delivering a major new Rail and Port Infrastructure project for passenger use alongside a major pit to port freight line.
. Manage Payroll calculations and disbursement for all employees at the office.
Track salary changes, onboarding, offboarding and positions adjustments. Ensure timely updates in the payroll system.
Establish and maintain employee payroll management policies to ensure compliance and timely payments.
Coordinate with external auditors and Tax Compliance entities to ensure payroll processes comply with the national law and company policies.
Oversee Payroll calculation and management for all Expatriate Employees across the Port, Rail and Office divisions.
Assist the HR Senior Manager in managing expatriate payroll structure, allowances, subsidies, visa – related benefits and other compensation elements.
Provide monthly, quarterly and annual payroll reports offering management optimization recommendations.
Review and supervise payroll calculations and payments for local employees in the Port and Railway divisions; monitor local payroll supervisors compliance with payroll adjustments.
Liaise with the Finance Department and, when necessary, coordinate with overseas banks to ensure smooth payroll payment processes for expatriates
Bachelor’s degree or above in Finance, Accounting, Human Resources, International Management, or related fields.
Minimum 8 years of payroll management experience
Familiarity with multinational payroll structures, international compliance and additional benefit policies.
The official operating language of for this role is French. Operations have provisions for Chinese and English, with proficiency in French highly regarded.
Skilled in Excel and Payroll software systems; experience with Sage Payroll System is a plus.
Detail -oriented, highly responsible, and strong in data management and problem – solving.

CTG
Created in 2022, CTG brings multiple industry partners together with the Government of Guinea in a unique joint venture that will play a key role in transforming Guinea’s economy and driving sustainable economic growth.
CTG will own and operate the 670 kilometer rail corridor and port infrastructure constructed as part of the Simandou project, one of the world’s largest untapped resources of high-grade iron ore. In addition to the transport of iron ore from the Simandou mines to international markets, CTG’s infrastructure will also be used for passenger and general cargo services. This will help connect the full length of Guinea, including its existing agricultural areas, from Simandou in the South-East of the country to the port of Morébaya, close to Conakry, the capital of Guinea.
With its Head Office in Conakry and operations across the infrastructure footprint, CTG is expected to progressively grow its workforce in the months and years ahead with a firm focus on operational, environmental and Health & Safety excellence and close connectivity with the communities wherever it operates.
Ownership of CTG is split between development partners, Winning Consortium Simandou Infrastructure PTE LTD (WCS) (a joint venture between Winning Consortium and Baowu) and Simfer Infra Co (a joint venture ultimately comprising Rio Tinto and Chalco Iron Ore Holdings), each at 42.5% equity share, with the Government of the Republic of Guinea taking a 15% free carry equity stake.
