Head of HSQE in United Kingdom
Signalling systems keep millions of people safe. The Post Holder will manage the Health, Safety, Quality & Environment function for OSL Rail Ltd and other Group Companies when required.
Main Roles and Responsibilities / Accountability
- Support the Directors in the development, and manage the production and communication of company policies.
- Lead and record bi weekly HSQE Meetings
- Successful retention of RISQS rail industry approved supplier status and NQA accreditations
- Assurance of completion of Internal Audits against program.
- Lead and record bi weekly HSQE Meetings
- Provide monthly HSQE KPI data to Compliance Director for SLT review
- Monthly review and update to Close Calls, Accidents and Incident Registers and System.
- Timely submission and addressing of actions for all RIDDOR Reportable Incidents.
- Real time assurance of compatibility with Company Integrated Management System to evolving business strategy and activities
- OSL liaison/point of contact for regulatory bodies, clients, employees and contractors on all matters relating to HSQE.
- Ensure new or changes to existing statutory legislation and client requirements are communicated to the Directors, Managers, Employees and Contractors.
- Implement, maintain and develop OSL Integrated Management System (IMS) for HSQE,
- implementing procedures and records, ensuring compliance with all applicable regulatory and legislative requirements, European, UK and client specified standards.
- Ensure the IMS satisfies the mandatory requirements of Railway Group and Network Rail Company Standards.
- Maintain, Develop and update Principle Contractors Licence (PCL), Achilles Link Up, ISO <phone number removed> , PAS 99 and others as requested for the company.
- Implementation of ISO/ BS 11000
- Facilitate compliance with HSQE Management systems, in accordance with Railway Group & Network rail company standards & legislation, evaluating the impact may have on the company.
- Provide HSQE advice and support to Directors, Managers, staff and contractors throughout the company.
- Provide HSQE advice and support to all staff engaged in Construction (Design & Management) based projects.
- Provide HSQE documentation related to all CDM based projects
- Review and maintain records for all accidents and incidents and undertake enquiries and investigations as and when required.
- Ensure statutory reporting (RIDDOR) and investigation of accidents and incidents.
- Undertake all necessary risk assessments. (Manual Handling, COSHH, DSE, Fire etc.)
- Ensure that all OSL employees and contractors are periodically briefed on current and changes to safety and environmental systems, policy and procedure including the mandatory requirements of Railway Group and Network Rail Company Standards.
- Periodically complete safety & environmental tours/inspections and report back Line manager and necessary staff.
- Ensure a Safety and Environmental culture is maintained through briefing and awareness to all OSL employees and contractors.
- Management of Sentinel Systems or its replacement
- Management of Safety Critical Competence and there replacement
- Management of external and internal audits and resolution of NCRs.
- Management, maintenance and recording of all Sub-Contractor and Approved Supplier audits, register and associated issues.
- Complete and or arrange necessary Health & Safety training in liaison with Training and HR Teams.
- Set up and Manage Health & Safety committee and report.
- Ability to work on other special project teams when required.
- Monitor & Manager working time for onsite employees and report monthly.
- Complete reports to Management on a monthly basis.
- Monitor all H&S communications to all staff via company notice boards and emails.
- Travel between locations to suit business needs. (some work outside business hours may also be required)
