Ewi, the market leading infrastructure recruitment specialist is very proud to be partnering with Rail Baltica to provide staffing support for the 670km High speed passenger and freight line linking Latvia, Lithuania and Estonia (and indirectly Finland) to the European network via Poland.

Opportunity:

As part of the organisation Rail Baltica are requiring a Stakeholder Manager to join the organistaion to support the development and delivery of appropriate strategies, guidelines and plans for effective management of relationships with stakeholders of Rail Baltica project activities, including relevant State, municipality and Private entities as well as the NGO sector.

Responsibilities:

The successful expert shall be responsible for the following key areas:

  • To support the Rail Baltica project in relation to the relevant stakeholders' management across the three Baltic states to achieve quality, cost and time objectives of the project, as well as the transformation objectives of the Project, including to:
  • Develop and implement a stakeholder management plan for the whole of Rail Baltica Joint venture, based on PMI Book of Knowledge or equivalent and best practice to help ensure effective stakeholder management and reputation building;
  • Develop appropriate strategies and guidelines for effective engagement with stakeholders which, among others, include State entities (e.g. Ministries, local municipalities, , building permitting authorities, environmental institutions etc.), Private entities (e.g. affected parties, infrastructure managers etc.) as well as non-governmental sector organisations, to build and develop sustainable relations facilitating Rail Baltica activities implementation and also to support corporate social responsibility;
  • Build, develop, manage, and sustain strong stakeholder relationships, and act as a liaison role between RB Rail AS and key external stakeholders regarding the delivery of the Project;
  • Provide support to RB Rail AS project managers in the implementation of stakeholder management processes, particularly related to detailed technical design phase;
  • Attend meetings between key stakeholders, RB Rail AS and consultants representing the Rail Baltica project interests;
  • Coordinating the activities of various internal and external stakeholders to ensure unified approach;
  • Update stakeholders contact management system and establish an efficient and effective system for centralised records on stakeholder engagement activities, incl. relevant documentations such as correspondences, and related documentations for future references;
  • Undertake any other reasonable duties as can be reasonably expected to ensure the smooth running and efficiency of the Strategic stakeholders management and Government affairs department.

Key requirements for the role:

  • Hold relevant degree and/or professional body qualification in Communications, Business, Public Relations or any other related fields;
  • 5+ years' experience in major infrastructure projects and/or work environment in multi-cultural and multi-interest environment with provable successful outcome and direct involvement in Stakeholder relationship management;
  • Project management and planning experience required;
  • Professional experience working at international level strongly preferred;
  • Able to benchmark and apply best practices of large infrastructure projects;
  • Extensive Stakeholder Management and engagement experience at various managerial levels and on various subjects;
  • Outstanding verbal, written and presentation and interpersonal cooperation skills;
  • Resilient to coping with conflicting demands, able to prioritise duties and work under pressure within a team and individually;

Language:

Fluency in English writing and communication & Knowledge of at least one of the Baltic States' languages

Salary Package:

The freelance rate for this assignment is to be confirmed taking into account taxation, living cost and allowances. The role would be on an initial 6 month contract but with likely extensions.
