Purpose of the Job
To provide support to the T&C Dynamic Testing Manager in the organisation and processing of the various planning, preparation, execution, monitoring, test triage, management review, and recording of the aspects of management and control at the Route Control Centre and associated functional activities.
In doing so, working with the T&C Dynamic Testing Manager in the run-up to Dynamic Testing, in preparation for Electric Traction Energisation and non-traction energisation, in advance of dynamic testing operations, assisting with the liaisons that will be requirement with on-network at both the western and eastern extremities of the Central Operating Section of the Project – for the Energisation, Dynamic Testing and Trial Running phases of the project.
From the commencement of Energisation Then Dynamic Testing - ensure effective reporting of progress to date against targets, triaging of test issues and problem issues associated with test, assisting in the providing of information and trend statistics to enable pre-emptive management action to keep the dynamic testing – as needed to keep the dynamic testing programme on-course with the agreed programme.
Principal Accountabilities
Support the T&C management team – principally the T&C Dynamic Testing Manager by co-ordinating and assisting the drive to completion of the associated presentations and artefact evidence in support of safety cases and justifications for the procession of the T&C phases and stages of the programme, specifically in relation to the following: -
- Assist the T&C Dynamic Testing Manager in ensuring that the necessary planning and preparation takes place by way of each system wide and Tier 1 SSP Tester-in-Charge; for the running of each test/demonstration/” bear witness” scenario, script, and case for the suite of dynamic test and trial running phases of the project.
- Assist the T&C Dynamic Testing Manager in ensuring that the command, communication, co-ordination, and test performance reporting aspects of the works (especially at the RCC) are kept under control for the entirety of the (run-up to and performance of) Energisation, Dynamic Testing and Trial Running phases of the programme.
- Assist the T&C Dynamic Testing Manager in the compilation of artefact evidence for the progressive validation during the Energisation, Dynamic Testing and Trial Running phases.
- Assist the T&C Dynamic Testing Manager by ensuring that the test report triaging, management summary reporting, DRACAS/FRACAS report disposition are managed and kept under control.

- Effective management of applicable interfaces with stakeholders.
- Ensuring the production of reliable, compelling, and visually appealing reporting media for presentation to various levels of management and peers.
Dimensions & Interfaces (Internal and External)
- Reports to the T&C Dynamic Testing Manager.
- Works closely with all the members of the T&C Team; Testers-in-Charge (System wide and SSP), external stakeholders (such as RfL, NR, LU, BT, DLR); also, communicating frequently with internal stakeholders such as - the CEG team, Integration and Technical Assurance, the Station and System Wide Delivery Teams and the supporting functions (such as Safety, Quality, Environmental, Planning, etc.).
Person Specification
- Excellent knowledge of rail testing and operations requirements and processes.
- Ability to effectively organise and manage within a project team consisting of a matrix organisation.
- Knowledge and understanding of standard infrastructure project management tools, techniques and procedures including: Project Controls, Financial management, including standard office tools, records, and configuration management.
Role Specific Requirements
- Excellent organisational and process background – ideally with an engineering qualification, preferably with suitable railway testing and rail operations experience.
- Strong reporting and communication skills
- Knowledge and experience of railway infrastructure and station services, with a good understanding of the specialist language used in the rail sector.
