Engineering Manager (Test & Commissioning)

The Engineering Manager (Test & Commissioning) leads and directs the engineering test team to create and execute test strategies and plans for testing and commissioning of systems, products and project applications within agreed timescales and budgeted costs, and is accountable for its contribution to overall business performance.

What are my Responsibilities?

Lead and manage component and system test activity through the full delivery lifecycle

Provide support for test related issues.

Approval of all project test strategies throughout the delivery lifecycle

Overall responsibility for staging of test systems and hardware

Governance and approval of all acceptance testing

Final approval for "Release to customer"

Final system commissioning and Entry Into Service of engineered solutions

Manage the design, implementation and maintenance of test environments, test equipment and test automation tools

Actively communicate and promote the value of testing within the business

Communicate the business vision to direct reporting staff

Plan, co-ordinate and manage allocated resources, people and facilities

Ensure all staff obtain and retain task-specific competencies required to discharge their duties, with external verification/certification as appropriate

Co-ordinate staff recruitment, development and training to meet current and future business needs of their allocated engineering domain

Manage staff work allocation, performance assessment and recognition

Assist in the management of staff objective setting, performance management and disciplinary procedures

Develop and implement strategies to improve business efficiency within their allocated engineering domain, including process improvement, outsourcing, resourcing, technology, tooling, utilisation and re-use.

Ensure the appropriate standards, processes, procedures, and tools are applied throughout the engineering and development life cycle

Ensure products and projects are delivered in accordance with Siemens Mobility Safety and Quality procedures and meet all applicable legislative, safety and customer requirements

Provide estimates for project and product engineering activities for tenders with regard to resources, plans, technology, risk and process

Monitor relevant technological developments and identify how such technologies may be utilised within their engineering domain and areas of expertise

Encourage creativity and innovation within their teams

Provide practical input for strategic technology decisions and support the preparation of Technology Roadmaps

Maintain and develop good relationships with internal and external customers, industry associations, suppliers and Siemens business partners

Support preparation, justification, negotiation and management of Cost Centre budgets

Perform duties as directed by senior management from time to time

What experience do I need to apply for this role?

An engineering background with previous management and leadership experience of systems engineering (ideally control systems engineering) and possibly software development test environments

Proven experience in the selection and use of configuration management and change control tools and tester productivity to support systems and software engineering business

Knowledge of testing interfaces using common Serial and Ethernet protocols

Experience of testing within a software development processes that support delivery against EN 50128:2011 (up to SIL2) and EN 50129:2003 / PREN 50129:2016

Experience of testing embedded software systems is desirable

Experience of Commissioning and Site Acceptance Testing of complex systems

Experience of testing .Net/SQL Server applications and web based solutions is desirable

Proven full lifecycle test management experience for complex, bespoke applications

Experience and knowledge of software and system test processes at all stages of the engineering lifecycle

In depth knowledge of software test methodologies including automated regression testing is desirable

Experience in the preparation of test plans including defining test scenarios and test scripts

Degree or equivalent in a relevant subject

Chartered Engineer or equivalent status

Proven success leading and motivating a team of professional engineers to effectively design, build and test complex systems

Proven experience in the use of requirements management or full lifecycle management tools

Proven experience of the process/practices of appraisal, performance management and professional development

Proven experience providing estimates for engineering projects and tenders with regard to resources, plans, technology, risk and process

Strong business and financial understanding and appreciation of contractual, commercial and IPR issues associated with an engineering business

Good knowledge of IT systems and software, especially Microsoft Office and Project

Excellent interpersonal, presentation and communication skills

Excellent organisational, time management and problem solving skills

Full UK Driving licence

Previous experience of sub-contractor and supplier management desirable
