Head of Safety
Salary: 50,000QA - 55,000QA (all inclusive) per month depending on skills / experience
Location: Doha, Qatar
Overview of the Role:
Reporting to the Assurance Director and working closely with all the directors, the Head of Safety is responsible for the development, implementation and maintenance of the Health, Safety (Occupational and Railway) and Environmental Management Systems including demonstration of compliance thereof.

- Railway Safety Operations Manager
- Systems Assurance Manager
- HSE Manager
- Fire & Safety Supervisor
Key Accountabilities:
- Manage the safety team (direct reports identified above) to deliver health, safety and environmental obligations, commitments and programs to time, quality and financial targets.
- Identify and develop relationships and lines of communication with relevant stakeholders including Qatar Rail, local authorities, and internal stakeholders.
- Establish requirements (obligations and commitments) and develop process and procedure to ensure and evidence compliance.
- Establish, manage and maintain relevant hazard logs, risk assessments and registers to ensure relevant risks are identified documented, understood and demonstrably managed.
- Establish, in coordination with the Training Department, relevant competences (safety critical and otherwise) and assist in the development of CAMS materials
- Develop, implement, and maintain relevant management system documentation including policies, procedures, instructions and reports.
- Author and maintain the Operational Safety Cases.
- Provide support and inputs to the management of change processes (technical, operational and organisational).
- Provide support to contractor and supplier management activities.
- Establish and maintain appropriate performance management systems to ensure that performance across the range of responsibility is monitored, audited and reviewed.
- Establish plans for continuous improvement across all areas of responsibility.
- Ensure all members of the team receive the appropriate development to maximise their potential through the identification, maintenance & development of the Team’s skills and competencies.
- Lead the team, demonstrating clarity of vision, ambition, enthusiasm and a genuine commitment to commercial success. This will be characterised by open and honest dealings, a high degree of collaboration and a consistent effort to build and maintain positive relationships at every level.

- Carry out any other work assigned by the Assurance Director
QHSE Accountabilities
- Promote a positive Quality, Health and Safety, Environment driven culture always in the workplace and attend any related meetings / briefings as required within the job role.
- Comply with the Company Quality, Health and Safety, Environmental Policies and Management System Requirements.
- Ensure that all incidents including ‘near misses’ are properly reported and recorded to determine the causal factors.
- Submission of Hazard observations in accordance with Hazard observation reporting guidelines.
- Consider the Health and Safety of other persons who may be affected by their acts or omissions.
- Be mindful that Health and Safety, Quality, Security and Environmental is everyone’s responsibility and as such ALL staff members are accountable for reporting and intervening in Health and Safety, Quality, Security and Environmental violations.
Skills and Experience:
- 10 - 15 years’ experience in rail safety management.
- Experience in managing a railway safety team
- Knowledge of specific standards, norms relating to RQHSE functions, including but not limited to: ISO standards ISO 9001, ISO 14001, ISO 45001, EN 50126, ISO 31000 (Risk management), EN 50128, EN 50129.
- Experience in developing and maintaining risk assessments, hazard logs and risk registers.
- Experience in authoring and maintaining railway safety cases and the development of safety arguments.
- Proven investigation skills with knowledge of good practice methodologies.
- Well-developed communication skills with proven ability to influence at all levels of management.
- High degree of interpersonal skills with strong leadership experience.
- Ability to produce, read and interpret documents such as safety rules, procedures and guidelines.
- A Bachelor's / Master's degree.
- Professional safety accreditation preferred.
- Fluent in English – speaking, reading and writing.
- Arabic language skills an advantage.
