Resource Manager – TRUe Alliance (East of Leeds)

Job Summary

An opportunity has arisen for a Resource Manager to join the TRUe Alliance project team responsible for Project One enabling works through to GRIP 5-8 stages. Reporting to the Rail Operations Lead for the Alliance and based in York with some travel across multiple sites between Leeds and York.

The mission of the Alliance is to transform the East of Leeds route allowing people to travel faster, more reliably and in greater comfort between the North’s great cities. Providing passengers with more choice, more seats and better facilities on a safer, cleaner, more environmentally friendly railway.

The need for a Resource Manager has been identified to ensure the optimal utilisation of staff across the 4 non-owner participants and the entirety of the supply chain.

Within a demanding multi-disciplinary environment, optimum resource utilisation is key to maintaining business profitability and this role has been introduced to ensure that this can occur.

The successful candidate will be expected to report to the Alliance management team and provide a pro-active coordinating link between resource demand and resource supply across the whole alliance.

The role will include:

• Ownership of the resource planning & management process throughout VolkerRail and the Alliance, ensuring that project resource requirements are met
• Management of current and future resource planning systems and tools
• Data analysis and production of reports associated with the planning and utilisation of staff
• Liaison with the Planning and Project teams to understand current and future resource demands
• Provide the common link between resource and supply chain co-ordinators in each business
• Provide reports to Project Managers, Business Unit Managers & Directors highlighting resourcing issues and recommending solutions, including advice to HR on forward recruitment requirements.
• Pro-actively ensuring resource demands are met and staff utilisation is optimised
• Manage the labour supply chain, providing forward visibility of future works.
• Ensure the links between safety, competency and requirements are maintained in the delivery of the above.

The successful candidate will:

• Be able to demonstrate and provide evidence of significant experience in a similar role within rail/ construction related industry
• Be able to demonstrate a high degree of commercial acumen with a strategic view within a multi-disciplinary environment
• Flexible, proactive and positive attitude; diplomatic and patient, demonstrating exceptional initiative to co-ordinate multiple parties and act collaboratively
• Be able to maintain good relationships with experienced managers and leaders
• Excellent communication & literacy skills.
• Proficient in MS office applications (Microsoft Word, Excel, PowerPoint and Outlook)
