Overview
Supporting the sustainability of the GB railway is one of RSSB’s strategic priorities. This is delivered by RSSB’s Sustainable Development team. The team manages a cross industry sustainable development programme delivering the Sustainable Rail Strategy with GB Rail.
The Carbon Lead role at RSSB is the subject matter expert for GB rail on industry-wide carbon issues. Reporting to the Emissions Principal, you will work closely with organisational leads and key stakeholders in Great British Railways Transition Team, Network Rail, train and freight operators, rail membership organisations, DfT and others, playing a part in all aspects of decarbonising the railway.
Responsibilities
- In pursuit of the industry’s Sustainable Rail Strategy, lead the Rail Industry Decarbonisation and Infrastructure Carbon Working Groups to provide advice, guidance and oversight on decarbonisation at a rail industry level aligned to efforts within the wider transport sector.
- Develop relationships and generate consensus with a wide range of stakeholders, including senior industry executives, on the DECARB workstream to support the industry’s commitment to remove diesel-only trains from the GB railway by <phone number removed> in Scotland) and help deliver the GB railway’s contribution to the <phone number removed> in Scotland) national net zero greenhouse gas emissions target.
- Working with industry and Government departments to develop the DECARB programme of research and development projects to assist the industry to respond to the Net Zero Carbon Rail Strategy
- Deliver or ensure delivery of the DECARB programme, including delivery of projects, maintaining stakeholder engagement, securing funding and reviewing progress to a high standard and technical quality acceptable to the Working Group, RSSB members and stakeholders.
- Ensure GB rail understands best practice on carbon management and reduction, including through investments, policy, performance, standards, technology and transparency, and propose appropriate ways to deliver.
- Ensure that the DECARB programme is managed to best practice standards and in line with RSSB policy, working with the wider support of, and input from, research analysts project managers and other technical and professional leads in RSSB.
- Maintain up-to-date expertise in carbon management and reduction, keeping current with all relevant industry and technical developments, providing advice and expertise across RSSB and industry on carbon matters.
- Provide accessible and technically accurate communications material on decarbonisation for use by RSSB and the industry as part of engagement and information campaigns.
- Lead, manage, mentor and coach any direct or project reports to ensure the quality and timely delivery of their work, provide suitable development opportunities and assist them in the management of their workload.
Qualifications
- In-depth understanding of carbon management and decarbonisation at the technology, policy and industry level
- Expert level knowledge of carbon emissions reduction and elimination techniques, ideally within and outside the rail sector.
- Wide experience of stakeholder engagement at a senior level
- Working knowledge and experience of the GB rail industry is desirable.
- Experience of leading a programme of strategy development and implementation, including influencing policy and investment decisions
- Extensive programme and project management skills
- Excellent interpersonal skills including the ability to influence and incorporate contributions from multiple stakeholders, internal and external, work as part of a team and to develop consensus
- Experience in developing and delivering multi-stakeholder projects
- An analytical and strategic thinker with the ability to get to the heart of the problem, focus on solutions and identify both strategic and tactical routes to implementation
- Membership/ fellowship of a relevant engineering, technical or environmental professional body (desirable)
