Team Leadership
Lead all disciplines within your allocated project workstream during the design phase, including TWAO/consents phases (where applicable). The role also extends to responsibility of ES4-8 Target Cost setting and other deliverables associated with you allocated project workstream.
Responsible for supporting the Project Lead in maintaining and mentoring a strong leadership team with common shared goals.
Ability to lead and motivate team members. Deliver in line with Alliance Governance and procedures. Ensure Alliance and Route Communications are briefed to the team. Good alliance leadership style and strong communication skills is a requirement of the role. Integrate their team and promote Alliance Charter. Manage and lead all disciplines within the project org chart. This will involve interface and management of the requirements of the Project, Alliance and route needs. Management of Stakeholders. Ensure the works are delivered to meet the Client and Project Workstream Requirements including the remit from the DfT, Sponsor and route and intervention requirements. Provide regular input to develop the team culture and performance through participation in the Senior Leadership Team (SLT).
Commercial
Responsible for initially delivering the design phase of the allocated project workstream within the agreed budget for design during ES3-5 phases and overseeing the application of a robust commercial system to manage risk and change to the allocated project workstream design budget.
Responsible for overseeing the development of the project design within the agreed construction cost estimates (including any advance enabling works and staging sequences) and overseeing the application of a robust estimating approach to manage risk and change to the construction budget. Responsible for implementing the necessary Design Review, Value Engineering and/or Innovation measures in order to continuously challenge the construction estimate and maintain the overall agreed budget within set targets. Maintain Cost Estimates through Phasegates. Knowledge of the principles of investment processes and procedures. Period updates to the cost forecast and programme, including mitigations to offset growth in forecast and actual cost and programme updates
Resource
Responsible for overall planning and continuous monitoring of the project organisation ensuring that appropriate (best for role) resources are in place for all areas of the allocated project workstream. The make up of the organisation is to be regularly reviewed against the project phasegate and re-planned to suit. Also responsible for succession planning for key resources to ensure consistency of resource as the allocated project workstream moves forward. This role is to be supported by the Project and functional leads as appropriate e.g. design/construction/consents, etc. Manage resource demand and management within the project team . Responsible for holding regular 1-2-1 sessions with all direct reports focusing on the five practices of exemplary leadership.
Communication
Responsible for ensuring that your Alliance and Route Communications , relevant to your allocated project workstream, are briefed to the team. Raise and manage exceptions of all project participants. Support the Project Lead and wider alliance in regular team communications, team briefings and intranet updates.
Stakeholders
Oversee the successful management of all allocated project stakeholders both internal and external to the project
Project Delivery
Deliver allocated project workstream in line with the Alliance integrated management system as defined in the TRU West Alliance Governance Handbook (e.g. procurement, change, risk, schedule, cost, reporting, EV, Health Safety & Wellbeing). Work collaboratively with equivalent colleagues from other TRU West projects to ensure collective delivery through sharing of key resources and best practice. Deliver in line with Alliance Governance and procedures
Project Reporting
Have ownership of the allocated project status report that supports Alliance reporting process including schedule, commercial, risk information and responsible for implementing action plans as necessary. Maintain milestone tracker. Chair period meeting with Project Team. Threat & Opportunity – chair a period review of threat and opportunities. Project Reporting – PRM, facilitate control boards, EV etc. Raise and manage Exceptions to successful close out. Prepare reporting information and attend PRM, as required by Project Lead, Project Director or Alliance Manager
Project Meetings
Present allocated project status at the monthly Pre Project Performance Review Meeting (PRM)
Attend Programme Performance Review Meeting as required by Project Lead, Project Director or Alliance Manager
Support Project Lead in SLT meetings and ensure that relevant functional team meetings are being held at regular agreed intervals
Oversee the supply of accurate and concise information to support the relevant control board meetings
Facilitate the periodic project threat, opportunity and change review.
KRA
Responsible for delivering the allocated project in line with the agreed performance indicator measures and aim to achieve alliance stretch targets
Safety
Take a lead on accident investigations where applicable
CDM
CDM Management in line with Alliance Management Plans/Strategy and legal requirements
Preferred Experience:
- Must have experience in an SPM (or equivalent) role, leading and managing a successful multi disciplinary team, including design on a major project (greater than £50m)
- TWAO experience for projects
- Rail experience, particularly through GRIP / PACE stages
- Previous experience of collaborative contracts
- Prioritising workload and delegation in a senior position
- Build up of estimates and target costs and taking through governance
- Project safety experience relevant to the works being undertaken
- Leadership experience in building culture and driving behaviors of a high performing team
