The Discipline Infrastructure Maintenance Engineer Track is responsible for safety of line inspections, asset monitoring, maintenance, like for like renewal and enhancement prioritisation, asset stewardship and life/performance optimisation. This will include asset stewardship design, infrastructure inspection, asset data management, intelligent/risk based prioritisation and the safe delivery of reliability centered maintenance.
Initially, the Discipline Infrastructure Maintenance Engineer Track will assist the IME ensuring that the new Elizabeth line railway can be brought into service and be maintained safely, efficiently and effectively delivering defined performance requirements.
Upon introduction of the Elizabeth line into operation, the Discipline Engineer will assist the IME in their responsibilities for the safety critical deployment and tactical direction of the maintenance teams with budgetary, planning and management, strategic decision prioritisation and execution in relation to maintenance engineering stewardship leading cross functional teams.
The Track Discipline Infrastructure Maintenance Engineer (DIMET) is the technical maintenance specialist ensuring safety, reliability and performance outputs are achieved and sustained for all track assets.
Key Accountabilities:
- Support the IME in leading the overall safety of line and safety critical asset / systems inspection, compliance, work prioritisation and quality, strategy and tactical deployment requirements. This includes completion of self assurance checks, quality checks and audits.
- Support the IME in managing a 5 year asset investment budget. Establish and lead the strategic intervention regime and the management of maintenance engineering stewardship to enable the defined Rail for London standards, processes, procedures and performance to be delivered. The level of intervention includes replacement of assets when re-design is not required.
- Deliver maintenance deployment planning with operations colleagues, ensuring that the operational requirements align with the maintenance engineering asset management requirements and deliver a compliant, safe, operable and maintainable railway including the undertaking of on-call duties.
- To ensure that Crossrail Ltd fully address the specification, planning, execution and quality of the maintenance engineering and safety management requirements. This is part of the asset management strategy and plan to deliver the required asset whole life, Reliability Availability Maintainability (RAM) and Remote Condition monitoring
- Ensure Infrastructure and Asset maintenance standards are met by applying established policies and procedures to ensure safety and functional limits are included in the design and construction phase.
- Lead the strategic approach for continuous improvement through a programme of change initiatives; specifically using Reliability Based Maintenance as part of the "Predict and Prevent" asset stewardship strategy.
- Manage directly a technical team. Support on recruiting, training, competence assessment and deploying a functional team.
- Assisting the functional head of Track and support peers in all aspects of track management
- Manage a team of Technicians to ensure their accountabilities are fulfilled
- Ensure compliance to applicable standards and operational requirements
- Complete technical analysis, troubleshooting and assurance activities to deliver a safe, operable and reliable railway
- Assures the right level of compliance and quality is achieved
- Deliver continuous improvement through asset review and improvements
Knowledge:
- B.Eng or equivalent qualification
- Member or Associate of a relevant professional institution (such as ICE, IstuctE, ImechE/IEE/IRSE)
- Demonstrable understanding of the business structure of and agencies associated with the Rail Industry
- Demonstrable application of railway safety-related standards regime and processes
- Knowledge of Network Rail track and safety standards
- Expert knowledge in track and rail and associated systems, substantial knowledge in standards and their application
- Substantial knowledge of track and rail assets, maintenance methods and associated legislation and standards
- Good knowledge of railway systems and related engineering disciplines (Civil, M&E, OHLE, S&T engineering).
- Appreciation of Reliability Based Maintenance and its application on track assets
Skills:
- Team leader experience with leadership skills to motivate professionals from multiple disciplines.
- Excellent communication skills with proven negotiation and influencing skills explicitly with external contractors
- Excellent decision-making and analytical skills
- Established risk management skills.
- Ability to formulate and articulate clear visions for the planning and delivery of initiatives and programmes

- Exceptional leadership and collaboration skills, delivering cross functional technical solutions with other cross functional colleagues including their functional heads.
- Ability to prepare and lead innovative processes within their technical field and implement solutions using evidence-based criteria.
Experience:
- Experience in the rail or other infrastructure and asset critical industries
- Experience in the management of infrastructure stewardship and maintenance
- Experience of successfully managing a range of maintainers
- Experience of producing and delivering maintenance engineering stewardship strategies.
- Experience of working alongside other engineering functions.
- Substantial experience as a Track and/or Rail Management engineer
- Effective track asset management, including the interface with drainage and other systems
- Management of assurance activities
