Infrastructure Maintenance Director
BWP are currently representing a leading rail infrastructure owner who have an opening for a Infrastructure Maintenance Director. You will be responsible for directing the planning and execution of all internal infrastructure maintenance activities related to Track, Signaling & Telecoms, Civil and Structures.
Strategic Responsibilities:
- Articulate, develop and update the Infrastructure Maintenance division's strategy in compliance with the organisations strategy, and leading its execution in line with the organisation's goals and objectives
- Develop the Infrastructure Maintenance business plans, KPIs and milestones in line with company strategy, and ensure divisional annual plans are in line with the business plan
- Develop the divisional budget and ensure departmental budget are in line with budget and set in accordance to budgeting policies and processes
- Oversee all expenditures within the division and ensure that all divisional procurement decisions are taken in line with Finance and Procurement policies and processes
- Monitor the financial performance of the division against the approved budget, ensure accurate and timely reporting on variances to the Finance Division and formulate corrective measures and plans to optimize financial performance of the division
- Monitor the operational performance of the division against the approved targets and KPIs, and take the necessary corrective and preventive measures, in coordination with the Corporate Control Division, to enhance performance and better serve the business
- Oversee the development and approval of business cases for all divisional projects and present them to the VP and CEO for approval
- Support the VP in formulating and updating vision and strategy as it relates to Infrastructure Maintenance activities and plans and provide insight to the strategic decision-making process to drive objectives
Operational Responsibilities:
- Direct the planning and execution of all internal infrastructure maintenance activities related to Track, Signaling & Telecoms, Civil and Structure and ensure plans are carried out across the network in line with quality standards and maintenance budgets and operational requirement.
- Deliver best practice, cost-effective maintenance in line with maintenance budgets by efficient spend projection and budget control
- Ensure infrastructure, assets, and facilities are maintained through an optimized best practice, lean, risk and reliability based approach
- Ensure a planned maintenance program (including preventative maintenance) is in place across all assets and provide reports to department managers for routine reviews of maintenance procedures and effectiveness.
- Perform inspections on all infrastructure and deliverables of maintenance to ensure compliance with regulations, standards and procedures
- Manage and assess the performance of third-party contractors responsible for providing maintenance services for Track, S&T, Civil and Structure in the business, with support from Supply Chain, regularly inspecting contractor operations to ensure compliance with maintenance, quality, safety and security standards
- Ensure maintenance of assets is implemented effectively using both internal resources and service contracts where appropriate
- Lead and direct the development and implementation of safety, asset performance, reliability, productivity and efficiency initiatives. In conjunction with internal customers, create plans that address customer needs and performance issues
- Ensure the reliability and accuracy of maintenance data and systems through the utilization of assets management systems in all divisional operations
- Lead and direct the implementation of facilities strategies to increase efficiency of the workplace environment with the aim of reducing operating expenditure, improving sustainability and improving customer satisfaction
Leadership Responsibilities:
- Ensure that all knowledge transfer and individual development programs and plans for all targeted Infrastructure Maintenance employees are developed and implemented in cooperation with HR & Support Services Division
- Set individual objectives of direct reports and periodically evaluate their performance in a fair, transparent and objective manner in accordance with company policies and employee performance management procedures, and oversee setting of appropriate individual objectives as well as the performance evaluation of employees in the department
