Maintenance Mobilisation & Transition Manager

Purpose of the Job

To develop and maintain the plan to mobilise and transition the infrastructure maintenance team into business as usual Elizabeth line operation, including the establishment and implementation of effective delivery controls.

Principal Accountabilities

Develop the overall plan to mobilise the team for when it takes maintenance responsibility for the central operating section of the Elizabeth line through the transition to business as usual situation and agree this with the maintenance leadership team.

Establish and operate controls (schedule, change, risk, reporting) to measure delivery against the plan and support the leadership team make effective and timely decisions to support adherence

to the overall Elizabeth line team activities and programme.

Own and maintain the metrics measuring readiness of the maintenance team - ensuring that these are evidence based and support readiness assurance requirements of the Head of Infrastructure Maintenance.

Work with the leadership team to capture and drive forward the management of issues & risks.

Coordinate and prepare submissions and justifications for resourcing requirements on behalf of the Infrastructure Maintenance team to relevant business planning, budget committees and Boards.

Coordinate and prepare submissions working with the Head of Infrastructure Engineering, Deputy Director of Operations and Head of Safety, to the Change Assurance Panel for changes resulting from "residual'' works or activities that the Project conduct after the key Systemwide infrastructure is Handed Over to Rfll into maintenance.

Working with the Maintenance leadership team and other communications personnel within Operation to ensure that all relevant maintenance 'personnel and suppliers are fully aware of the

plan for mobilising and transitioning maintenance activities and these are embedded in the business as usual situation.

Conduct internal Maintenance team reviews using the ORR's RM3 Standard and identify and agree actions with the leadership team that support continuous improvement against the Standard.

Undertake ad-hoc special projects and provide strategic advice as required by the Head of Maintenance and Operations Business Manager.

Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

To work successfully between various Operations functions in order to develop an integrated maintenance mobilisation and transition plan.

To interface effectively with Rfl governance processes and procedures, ensuring that an appropriate approach is used for each situation.

To provide clear and robust management direction, being prepared to challenge individuals in a constructive manner and pursue sources of information in order to progress works to schedule.

To communicate and report progress in a concise, timely and accurate manner, keeping senior management well informed.

To maintain a high level of flexibility when dealing with changing requirements.

To carefully manage different teams and stakeholders and appropriately handle information of various sensitivities.

Person Specification

Proven success in project management or mobilisation activity within the rail industry.

Good project management skills including knowledge of schedule management, risk I issue management, budgetary control, approvals & acceptance, quality, safety matters, programme, Dashboards, meeting minutes, reports, risk I issue management, approvals & acceptance processes.

Knowledge of requirements, challenges and solutions in establishing a maintenance capability.

Membership of a professional engineering, project management or railway operating institution.

Awareness of safety regime within railway industry, railway operations, engineering and manufacturing.

Excellent interpersonal, analytical and communication skills (verbal and written), at all levels.

Strong influencing skills and an effective team player.

Ability to manage internal and external stakeholders and deal with competing interests in an inclusive and pragmatic manner.

Strong delivery ethic, with excellent programme awareness and a commitment for successful delivery to schedule.

Ability to give pragmatic and timely technical support advice to internal and external parties.

To confidently act as the 'face' of the company and represent its interests to supplier organisations and other bodies.
