Maintenance of Way Expert in Saudi Arabia

A well-known international consultancy is looking for a Rail Maintenance Way Expert to support a newly built team to advise their client in Saudi Arabia.

Responsibilities
*Manage work programs for inspection, maintenance, repair, installation and modification of Maintenance of Way (MOW) plant and equipment.
*Develop and implement workforce scheduling, utilization, and logistics to effectively accomplish planned maintenance program goals and objectives.
*Monitor performance goals relative to availability, reliability, production targets, safety, and cleanliness. Implements corrective actions of maintenance performance objectives to assure adherence to established standards.
*Develop and update Standard Operating Procedures (SOPs) to assure safety and effectiveness of rail maintenance of way operations.
*Formulating technical scope of works related to the procurement of new maintenance fleet and/or any technical work related to MoW.
*Prepare operating and capital budgets: monitor and supervise expenditures. Manage the implementation of assigned maintenance of way capital projects.
*Manage the Competency of all maintenance of way personnel
*Prepare reports on maintenance and training program performance, status, needs, and proposals.


Leadership Role
*Ensure that all knowledge transfer and individual development programs and plans for all targeted Technical Support employees are developed and implemented in cooperation with HR & Support Services Division.
*Ensure that the overall business plans and Technical Support strategy is communicated and understood by all Technical Support employees, and all Client's employees generally.
*Oversee the recruitment and development of an experienced and qualified workforce in the Technical Support department.
*Oversee appropriate workflow management between direct reports through appropriate delegation of work.
*Set individual objectives of direct reports and periodically evaluate their performance a fair, transparent and objective manner in accordance with the Client.
*Company policies and employee performance management procedures and oversee setting of appropriate individual objectives as well as the performance evaluation of employees in the department.
*Develop the manpower needs of the department in coordination with section heads and properly plan the optimal allocation and effective use of its resources in line with the Client
*Manpower Planning guidelines.
*Follow up on the implementation of action plans and operational programs and provide guidance and instruction to subordinates on appropriate solutions to resolve implementation issues.
*Ensure a proper partnership is established within and among Technical Support sections, through implementing well-integrated systems and communication channels, to better serve the business needs of the Client.
*Instill a culture focused on continuous improvement and positive change orientation, exercised through interactions with his management team, and encouraged through the design and delivery of change programs and initiatives including coaching and mentoring, and on the job training. Place particular emphasis on developing this culture within the team of direct reports.
