Key purpose

The Rolling Stock Maintenance Manager is responsible for the management of passenger related rolling stock activities. He needs to make sure that rolling stock is managed and maintained according to defined standards including the planning of all required maintenance activities, within time and budget. Furthermore he needs to drive continuous improvement in the management of rolling stock, lead stock planning and liaise with technical procurement for rolling stock procurement and support rolling stock team in their capability development.

Key accountabilities

  • Lead the management of the maintenance and overhaul contracts of SAR Heavy Haul traction and rolling stock with due regard for safety, reliability and availability of a serviceable fleet. The post holder is required to ensure that inspections and maintenance work are carried out on a planned basis for all T&RS equipment and repairs are carried out with minimum disruption to company business. The post holder should ensure that the needs of the maintenance business are communicated and acted upon by operational staff to ensure maintenance is adequately achieved.
  • Monitor the fleet performance and where adverse trends or technical issues are identified, or maintenance savings can be made without detriment to the safety, quality or reliability of the fleet, ensure investigative, proactive and corrective action is undertaken either by direct action or from within the Senior Engineer’s T&RS team as workload dictates.
  • Identify, negotiate and manage maintenance contracts for maintenance and overhaul of SAR Heavy Haul traction and rolling stock and lead contract review meetings to ensure business needs are met. Monitor the performance of maintenance contractors and direct investigative / corrective action where appropriate. Identify requirements for product and supplier assessment audits in conjunction with the Engineering Standards, Delivery and Audit Engineer and direct the completion of audits where necessary.
  • Responsible for ensuring company policy and standards that apply to the inspection, maintenance, and repair of equipment or vehicles under the responsibility of the engineering production function are carried out with a high level of management control. Responsible for ensuring legislative, group and company safety, environmental and other procedures, controls, audits and associated documents are correctly enforced and maintained.
  • Take a leading role in the development and management of the budget for SAR traction & rolling stock, ensuring delivery of loco and wagon maintenance at the agreed expenditure.
  • Ensure that the maintenance requirements of T&RS are fulfilled in new business opportunities, and that maintenance is tailored to suit the traffic flows.
  • Manage the SAR passenger fleet through routine dialogue with the SAR managing agents
  • Ensure that liaison exists with all key suppliers and that the company’s best interests are protected. Ensure only approved contractors are used when purchasing services or materials.
  • Ensure investigation into all reported incidents, mishaps and near misses identifying trends and ensuring that all appropriate action is taken to remove risk of recurrence.
  • Development and provision of resources required to support new business or changes to business including preparation of business case in liaison with appropriate staff.

  • To ensure that the contract/s is/are optimally structured, managed and populated including leveraging shared service facilities as appropriate
  • To ensure that a best practice framework is in place for the delivery of the contract(s) using processes, procedures and systems which are aligned with those of the company
  • To ensure appropriate corporate governance is in place to comply with health, safety and other legal requirements upon the business and ensure that NSR is delivered effectively
  • To reward the team, aligned to market rates, and recognize people for delivering great service, including nominating worthy candidates for appropriate recognition of commendations / awards.

Essential technical and professional skills, knowledge and qualifications

Knowledge

  • Ideally a degree holder in relevant discipline
  • Ideally holds membership or accreditation from a professional body such as the IRO.

Skills

  • Must be a skilled manager in communicating, motivating and developing staff
  • Must be politically incisive in communicating effectively with KSA Ministries, government agencies, board members, media/press, contractors and staff
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies
  • Excellent analytical reasoning ability and capable of making decisions on complex matters
  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardizing human safety, quality and the committed performance targets
  • Thorough understanding of all aspects of safety issues related to railway operations.

Experience

  • Minimum 10 years of general management experience
  • At least 5 years broadly based experience of Traction & Rolling Stock
  • Rolling stock management experience within the rail industry
  • Production management experience
  • Contract management skills
  • Chartered Engineer in electrical or mechanical engineering (desirable)
  • Safety Foundation Course
  • Personal Track Safety Certificate
