Responsibilities:
- Undertake compliance assurance checks at key stages of programme development. This will confirm that legislative compliance requirements have been met and that integration and co-ordination of any discrete or overlapping projects has been properly considered such that there is consistency of approach to compliance with CDM 2015.
- Ensure that (for CDM notifiable projects) F10 forms are submitted and all defined roles are appropriately filled
- Organise, manage, and coordinate delivery of project assurance activities and liaise closely with the key stakeholders to ensure the requirements are clearly understood, communicated to, and addressed by the project team.
- Apply an independent review at key stages within the programme to confirm that all project delivery activities have been suitably considered and addressed health and safety responsibilities in compliance with the requirements of CDM 2015 and other industry legislation.
- Confirm appointment of CDM Duty Holders has been made in accordance with the Regulations.
- Confirm through regular review with the programmes / project that Duty Holders are complying with requirements of the Regulations and discharging their responsibilities
- Ensure that project documentation relating to Health, Safety and wellbeing is in place and maintained, and that key deliverables are defined in alignment with programme progression
- Ensure that risks relating to construction works that are relevant to areas other than the operational railway and ARL network are being considered and addressed at the most appropriate stage of the programme
- Ensure that the programme has established, and is maintaining a clear process for identifying risk; and for tracking and managing controls and mitigations in alignment with the general principles of prevention and that design risk mitigation information forms an integral part of the design deliverables
- Work closely with the Project Managers to ensure that ARL's Protection through Engineering Design process is being applied to hazard elimination & risk mitigation / control for all construction work. (Safety by Design)
- Work closely with the Project Managers to ensure that reviews and integration, from a safety risk perspective, of work packages within the overall programme is being undertaken and that alignment, consistency of approach and dissemination of best practice has been carried out
- Work closely with the Project Managers to ensure that the required information used in the design has been identified and made and provide advice and guidance on the Regulations to the programme team(s) as necessary
- Ensure that Construction Phase Plans are adequate prior to commencement of works
- Ensure that ARL Site Access Requests and supporting documentation are adequate to allow third parties access to ARL assets
- Attending project meetings to ensure H&S is effectively considered in design and installation (CDM core principles - safe build, safe use, safe maintenance, safe demolition)
- Review of Risk Assessments and Method Statements/Work Package Plans
- Attend HAZOP Reviews to ensure H&S is effectively considered
- Attend site as necessary to ensure works are being carried out effectively
- Carry out site audits, safety inspections and safety tours
