H S E Advisor – Marine
ROLE PURPOSE
Supporting Marine Project Team HSE Manager in the provision of timely health and safety advice, guidance, training, and practical safety solutions to Marine Project Team. Also working closely with Marine Project Contractors and Suppliers to influence successful HSE performance.
Organisational: Support and assist the delivery of safe performance for all Marine Project operations and other parts of the Project as required.
ACCOUNTABILITIES
Ensure a relentless focus on safe performance to support ‘Zero Harm’ and the Marine Project HSE objectives.
Driving company standards and expectations within Marine Project Contractors and Suppliers’ performance.
Health Safety & Environmental
- Promote implementation of the company and Project Safety Management System including the Marine Project Team Construction Phase H&S Plan
- Establish effective relationships across the Marine Project Team, maintain accurate knowledge of execution work scopes, and work closely with Package Teams to ensure all required HSE support is agreed and provided.
- Establish effective relationships with Contractor HSE and Worksite Management and influence performance to meet company expectations. A key objective will be to make the Contractor HSE Representatives successful.
- Agree and conduct a programme of HSE compliance evaluations, inspections and audits of vessels/other Project worksites, equipment and activities. Record and report findings and monitor close out of required improvement actions.
- Conduct weekly HSE site inspections for Marine Operations, ideally as joint exercises with Contractor HSE and/or Management. Ensure findings (positive and negative) are reported. Follow up to ensure suitable close out responses are implemented.
- Review and comment on safety aspects of Contractor procedures and ensure required standards of detail and clarity are delivered.
- Support the development of Marine Project HSE procedures, standards and initiatives as required.
- Chair risk assessments where required and attend Contractor run Project workscope HIRAs. Ensure required standards for risk management are met; Provide coaching and support as necessary to ensure Contractor risk assessment delivery meets expectations.
- Attend Vessels/worksites as required to support and monitor safety performance of Project activities
. To include Work with Vessel/Contractor teams to ensure Vessel and Contractor Project safety inductions are adequate and delivered effectively to all relevant personnel. Ensure records are maintained confirming 100% application.
- Experience of working around offshore construction vessels, including lifting operations, working at height, manual handling, confined space entry, hot work and vessel PTW systems.
- Highly competent in chairing risk assessments at all levels.
- Recognised root cause investigation techniques such as Kelvin TopSet.
- Good knowledge of Word, Excel and Power Point
The following qualities/experience are desirable:
- Working within a Heavy Civil Engineering/Major Construction environment
- Experience of on and offshore heavy lifts
- Offshore operations and construction experience
- Experience of working under the CDM Regulations 2015
