Description:
The Highways Interface Advisor will support the effective management of the Street Works Notice Management System for a defined geographical area. They will progress statutory notifications to relevant local authorities, street works undertakers, and other bodies for all Network RAIL activities that have a highway interface, while updating the street works management system in accordance with national processes and populate systems with data. The candidate will .liaise with highway authorities, statutory undertakers and public utilities as required, and advise on attendance at highway authorities? coordination meetings, where necessary as well as attending where necessary and represent Network RAIL at regional highway authority and utility committee (HAUC) and the Joint Authorities Group (JAG UK) meetings. The Highways Interface Advisor will also interface and liaise with local Authorities on the introduction and application of chargeable Permits required for Network RAIL works as well as validating on Fixed Penalty fines made against route and management of process where Network RAIL works were undertaken in accordance with New Road and Street works regulations.
Working in the Asset Protection Team (ASPRO). The Highways Team deal with legislation when Network Rail impact on public highways. Dealing with highways authorities, statutory undertakers and public authorities.

The Highways team sits with the Asset Protection K&S team and is responsible for providing support within the provision and management of highway interface legislation where Network Rail activities impact upon the public highway and managing a portfolio projects through the various stages of the life cycle and to support and assist the Head of ASPRO in delivering successful outcomes for the overall team activities.
? Understanding of highway interface legislation where Network Rail activities impact upon the public highway and effectively manage the Street Works Notice Management System for a defined geographical area.
? Liaise with highway authorities, statutory undertakers and public utilities as required, and advise on attendance at highway authorities' coordination meetings, where necessary.
? Provide advice internally and externally on Network Rail's management and delivery of highways interface activities including advice on Network Rail's notification procedure and timescales.
Essential
? Very desirable software knowledge: Eton Symology and Street Manager and live permitting system
? Advanced Excel
? Knowledge of Highway legislation
? New Roads & Street works act (NRSWA)
? Relevant successful construction experience in the railway industry at a professional level
