Rail Baltica - Chief Program Management Officer, Latvia

Ewi, the market leading infrastructure recruitment specialist is very proud to be partnering with Rail Baltica to provide staffing support for the 670km High speed passenger and freight line linking Latvia, Lithuania and Estonia (and indirectly Finland) to the European network via Poland.

Opportunity:

Chief Program Management Officer will oversee coordination of three Baltic countries cross border railway project's master plan, implementation activities and delivery of the project. The core role includes developing and rolling out project management methodology in close cooperation and engagement of the national implementing bodies to ensure the delivery of the project on time and quality. The role shall be part of the Executive Management Board.

Responsibilities:

The successful expert shall be responsible for manging the projects from the most senior level and will extensively involvement the engagement and management of stakeholders including the EU.

Additional responsibilities shall include:

• Join the Executive Management Board
• Develop and execute Rail Baltica Global Program Management systems
• Co-ordinate Program Management standards and systems across 3 countries
• Handle International & Multicultural stakeholders
• Take responsibility for overall project systems to ensure successful delivery
• Lead the planning team
• Develop the Project Controls capabilities
• Define and manage the Deliverables across the project

Key requirements for the role:

• The ability to cooperate with a variety of stakeholders, forming diplomatic relationships both internally and externally
• International experience in a Managerial role on a multibillion Euro megaproject ideally including cross-border components
• Previous experience of delivering Rail (preferable High-speed) from Design, Construction through to Operation
• Hold a University Degree in a related subject and PMP or relevant Project Management certificate.
• Strong knowledge of Program/ Project Management methodologies, tools and processes.
• Have the capacity to intake and review large amount of information from different sources.
• Develop an strong overview of the project & the deliverables while retaining 'hands-on' responsibility and motivating the team around.

Language:

Fluency in English writing and communication

Salary Package:

The salary on offer is very competitive and dependent upon experience.
