Nawr gall y rheini sy’n teithio ar y rheilffyrdd ledled Cymru a’i gororau edrych ymlaen at wasanaethau rheilffordd a fydd yn cael eu gweddnewid, diolch i fuddsoddiad gwerth £5 biliwn a fydd yn ariannu gwelliannau sylweddol o ran amlder ac ansawdd gwasanaethau Cymru a’r Gororau, yn ogystal â chreu Metro De Cymru. Bydd y tîm Gweithrediadau Rheilffyrdd yn mynd ati’n effeithiol i reoli Gwasanaeth Rheilffyrdd Cymru a'r Gororau a thwf gwasanaethau rheilffordd, gan gynnwys Metro De Cymru a gwasanaethau Metro eraill dros amser.

Bydd y tîm Gweithrediadau Rheilffyrdd yn datblygu tîm masnachol, sy’n ystyriol o ddiogelwch ac sy’n canolbwyntio ar wasanaeth a fydd yn rhoi’r teithwyr yn gyntaf. Bydd yn gwneud hyn drwy sicrhau’r canlynol:

• Ffocws clir ar sicrhau perfformiad gwasanaethau rheilffyrdd a rheoli contractau;

Bydd y tîm Gweithrediadau Rheilffyrdd yn arwain y gwaith o greu gwasanaeth rheilffyrdd trawsnewidiol a fydd yn canolbwyntio ar ymateb i anghenion pobl a chymunedau yng Nghymru a’r gororau. Bydd yn gwerthfawrogi cyfraniadau pobl, yn ymfalchïo mewn llwyddiant ac yn sicrhau canlyniadau. Fel rhan o’r tîm hwn, bydd y Rheolwr Contractau Rheilffyrdd yn gyfrifol am gontract y gwasanaeth rheilffyrdd rhwng Trafnidiaeth Cymru a’r tîm Gwasanaethau Rheilffyrdd.

Y Rôl a’i Chyfrifoldebau

• Arwain rheolaeth o ddydd i ddydd y Cytundeb Grant Gwasanaethau Rheilffyrdd, gan gynnwys sicrhau cydymffurfiaeth â’r holl rwymedigaethau a’r cerrig milltir y mae’n rhaid eu cyflawni.
• Rheoli agweddau ariannol a masnachol y Cytundeb Grant Gwasanaethau Rheilffyrdd a chyllideb gyffredinol y tîm Gweithrediadau Rheilffyrdd.
• Rheoli’r broses gymeradwyo ar gyfer pob taliad ariannol a masnachol yn ymwneud â’r Cytundeb Grant Gwasanaethau Rheilffyrdd a gweithio gyda’r tîm Cyllid i sicrhau taliadau amserol a chywir.
• Rheoli hawliadau tâl masnachol a pherfformiad, cosbau, prosesau oedi cyn talu rhwng Trafnidiaeth Cymru a’r tîm Gweithrediadau Rheilffyrdd, a gweithio gyda’r tîm Cyllid i sicrhau taliadau amserol a chywir.
• Rheoli’r holl ofynion masnachol a rheoleiddiol rhwng Trafnidiaeth Cymru, Gwasanaethau Rheilffyrdd Trafnidiaeth Cymru a’r Adran Drafnidiaeth, gan gynnwys contractau mynediad, cytundebau a chofnodion gweinyddu.
• Gweithredu fel arweinydd Trafnidiaeth Cymru o ran ymgynghoriadau ar newid y rhwydwaith ac ymgynghoriadau ar y gwasanaeth rheilffyrdd.
• Datblygu, perchnogi a rheoli system rheoli contractau ar gyfer tracio, monitro a chyflawni’r yn erbyn y Cytundeb Grant Gwasanaethau Rheilffyrdd.
• Datblygu a rhoi gweithdrefnau ar waith ar gyfer rheoli a gweinyddu contractau yn unol â pholisi Trafnidiaeth Cymru.
• Rheoli’r rhwymedigaethau y mae’n rhaid i Trafnidiaeth Cymru eu cyflawni i Lywodraeth Cymru a’r Adran Drafnidiaeth, fel rhan o gontract Gwasanaeth Rheilffyrdd Cymru a'r Gororau.
• Rheoli’r broses o amrywio’r contract ar gyfer y Cytundeb Grant Gwasanaethau Rheilffyrdd a’r Rhaglen Gwella Gwasanaeth, gan sicrhau cynnal gwerth i’r teithiwr gydol yr amser a bod pob newid i gontractau yn cael eu ffurfioli’n gyfreithiol.
• Datblygu, perchnogi a rheoli casgliad o adnoddau adrodd ac adroddiadau ar gyfer eu cyhoeddi'n fewnol ac allanol.
• Sicrhau y caiff pob adroddiad angenrheidiol eu cyhoeddi’n amserol ac yn gywir.
• Rheoli unrhyw ofynion contractau rheilffyrdd masnachol a’r fframwaith rheoleiddio, gan weithredwyr rheilffyrdd a chludo nwyddau a Network Rail.
• Darparu arweiniad ar faterion contract i brosiectau a chydweithwyr gweithredol, gan gynnwys hyfforddi cydweithwyr newydd ar fframweithiau contractau rheilffordd a’r Cytundeb Grant Gwasanaeth Rheilffyrdd.
• Datblygu a rheoli unrhyw gontractau masnachol newydd o ran rheilffyrdd, gan gynnwys unrhyw drefniadau cyswllt newydd ar gyfer cynlluniau rheilffyrdd newydd.
• Sicrhau y caiff pob contract a lofnodwyd eu cyfathrebu i bob parti perthnasol er mwyn darparu amlygrwydd ac ymwybyddiaeth o gontractau a dehongliad i gefnogi gweithredu.
• Sicrhau bod Trafnidiaeth Cymru yn parhau i gydymffurfio â'r newidiadau perthnasol mewn deddfwriaeth ac arferion gorau.
• Deall sefyllfa ariannol y cwmni a'r economi ehangach, a sicrhau gwerth am arian wrth gyflenwi gwasanaethau.
• Cynnal ei ddatblygiad proffesiynol ei hun a chadw ei wybodaeth yn gyfoes o ran newidiadau rheoleiddiol a datblygiadau ym maes arferion gorau.

Purpose of Post

Transport for Wales (TfW) is the not-for-profit company driving forward the Welsh Government’s vision of a high-quality, safe, integrated, affordable and accessible transport network in Wales. Our mission is to ‘Keep Wales Moving’ by providing customer-focused service, expert advice and infrastructure investment.

Rail passengers across Wales and its borders can now look forward to the transformation of their rail services thanks to a £5 billion investment that will fund significant improvements to the frequency and quality of Wales and Borders services, as well as the creation of the South Wales Metro.

The Rail Operations team will effectively manage the Wales and Borders Rail Service and the growth of rail services, including the South Wales Metro and other Metro services over time. The Rail Operations team will develop a safety-conscious, commercial, service-driven team focused on putting the passenger first through:

• A clear focus on rail performance delivery and contract management;
• A foundation of safety compliance and assurance in line with ORR and industry standards;
• Stakeholder management across Wales aligned to regional business units;
• Growth in customer and delivery initiatives to drive innovation, integration and connectivity; and
• A focus on continuous improvement and delivering value for money.

The Rail Operations team will lead on creating a transformational rail service focused on responding to the needs of the people and communities in Wales and its borders that values people’s contributions, takes pride in successes and delivers results. As part of this team, the Rail Contract Manager will be responsible for the rail service contract between TfW and the Rail Services team.

Role and Responsibilities

• Lead the day to day management of the Rail Service Grant Agreement, including ensuring compliance with all committed obligations and milestones.
• Manage the financial and commercial aspects of the Rail Service Grant Agreement and the overall Rail Operations team budget.
• Manage the approvals process for all financial and commercial payments relating to the Rail Service Grant Agreement and work with the Finance team to ensure timely and accurate payments.
• Manage commercial and performance payment claims, penalties, delay repayment processes between TfW and the Rail Operations team, and work with the Finance team to ensure timely and accurate payments.
• Manage all commercial and regulatory requirements between TfW, TfW Rail Services and the Department for Transport, including access contracts, agreements and administration records.
• Act as the TfW lead for network change consultations and rail service consultations.
• Develop, own and manage a contract management system for tracking, monitoring and delivering against the Rail Service Grant Agreement.
• Develop and implement procedures for contract management and administration in line with TfW policy.
• Manage the committed obligations on TfW to the Welsh Government and the Department for Transport as part of the Wales and Borders Rail Service contract.
• Manage the contract variation process for the Rail Service Grant Agreement and the Service Improvement Programme, ensuring that value to the passenger is maintained throughout and that all contractual changes are legally formalised.
• Develop, own and manage a suite of reporting tools and reports for internal and external publication.
• Ensure the timely and accurate publication of all required reports.
• Manage any rail commercial contract and regulatory framework requirements from other rail and freight operators and Network Rail.
• Provide guidance on contractual matters to projects and operational colleagues, including training to new colleagues on rail contractual frameworks and the Rail Service Grant Agreement.
• Develop and manage any new rail commercial contracts, including any new connection agreements from new rail schemes.
• Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
• Ensure that TfW remains compliant with relevant changes in legislation and best practice.
• Understand the financial position of the company and the wider economy, and ensure that value for money is achieved when delivering services.
• Maintain own professional development and stay abreast of regulatory changes and developments in best practice.
• Undertake any other duties as required commensurate with the role and grade.

Knowledge, Skills, Qualifications and Experience

Essential:

• Demonstrable experience of managing complex and high value contracts in a regulated environment.
• Knowledge of rail contract systems and processes for effective contract management.
• Experience of negotiating and documenting contract changes.
• Experience of operating effectively at a senior level and of delivering strong contract governance.
• Demonstrable experience of working collaboratively with all parties to deliver a range of business outcomes.
• Good leadership, interpersonal and communications skills (written and verbal) with good influencing and presentation skills.
• Clear, considered and timely decision-making skills, with the ability to analyse a situation quickly and consider the risks and opportunities.
• Able to appropriately use own judgement to make timely decisions and seek to create solutions for overall business benefit.
• Adaptable to changing circumstances and able to change styles to suit different requirements, people and situations.
