1. Back-office support for TfLs NRSWA inspection regimes.

1. Experience of Highway Authority NRSWA inspection administration, processes and performance data reporting.

Job Purpose
The post holder monitors roadworks and other related highway activities undertaken on the Transport for London Road Network (TLRN) for compliance with industry standards and Mayoral objectives, to drive improvements in the way activities are managed. The post holder also manages statutory approvals and licensed activities required in advance of executing roadworks on the TLRN.
Key accountabilities
1. Fulfil TfLs statutory obligations by determining, scheduling and monitoring a regime of inspection profiles on the TLRN.
2. Schedule and monitor the allocation of inspections to three distinct functions, reallocating any inspections that cannot be performed to other teams, and schedule and monitor inspections on licensed activities approved on the TLRN.
3. Monitor inspection data to ensure non-compliance with specified standards is captured and recorded and facilitate provision of traffic management proposals to Roadworks Inspectors.
4. Maintain inspection databases and audit the level of generated inspections returned, ensuring all inspections are completed in a timely fashion, to a high quality and any inconsistencies in results are identified.
5. Respond to inspection requests and liaise with stakeholders to ensure measures are implemented so that any roadworks causing disruption or are deemed unsafe are rectified.
6. Manage process for determining applications for licences required to undertake works on the TLRN and manage recovery of all charges, fees and financial penalties due from works promoters.
7. Manage procedure for making traffic regulation orders and notices defined by legislation to formalise prohibition of traffic necessary when statutory undertakers intervene on the TLRN to undertake roadworks.
8. Administer the activities required to legally suspend existing road restrictions imposed by traffic order to facilitate roadworks undertaken by utility companies that impact on parking bays, loading bays or bus lanes
9. Accountable for understanding the Surface Safety vision of Everyone home safe and healthy every day and being aware of their contribution to the strategy including the everyone must activities identified.
10.Accountable for being aware of the risks associated with the role and complying with the relevant control measures and the requirements of the TfL Health, Safety & Environment Management System.
Knowledge
1. BTEC ONC or higher in civil engineering subject or equivalent, or significant work experience.
2. Understanding of traffic management issues and the operation of a road network in a busy congested urban environment.
3. Understanding of inspection / survey principles relating to roadworks operations and highway infrastructure.
4. Understanding of New Road and Street Works Act (1991) and its associated regulations and codes of practice.
5. Understanding of the Traffic Management Act (2004) and its associated regulations and codes of practice.

Experience
1. Experience in the Roadworks industry preferable.
2. Experience in systematically dealing with large volumes of data.
3. Experience of the electronic transfer of notice (EToN) procedures and Street Works Register (SWR) computer software packages in common use with the industry, and personal data capture devices.
4. Experience in the handling of incoming information provided by promoters who may lack experience on working on the TLRN.
