EGIS’s Smart Mobility (Rail Sector) is seeking a Consultant with direct experience in business case development, economic development and socioeconomics to join its Bristol Team as a Consultant.
Focusing principally on feasibility stage projects and using key guidance such as the HM Treasury Green Book, the Consultant will advise how economic growth, environmental benefits and social value may be delivered through infrastructure investment.
The Consultant is to be a Better Business Case Practitioner and be proficient in quantitative analysis and modelling of project/planning options to compare and analyse economic and financial impacts, calculate benefit-cost ratios and develop a robust “Case for Change”.f
The Consultant is to foster relationships with government departments, local authorities, investors, operators and other organisations in order to both service the needs of our existing clients and also identify opportunity for further business growth.
- Experience of business case appraisal frameworks (such as the Department for Transport’s TAG framework, HM Treasury Five Case model, Environment Agency’s economic evaluation framework, evaluation frameworks such as the Green Book, Magenta Book or others).
- Demonstrable experience in economic, strategic and financial assessment, business case development and the built environment.
- An appreciation of how transport can be the catalyst for regeneration and economic growth (including interactions with housing, commercial development, funding and financing and social policy).
- Proven ability to write technical reports (SOC, OBC and FBC) and communicate content to a broad range of clients.
- Numerate, with direct experience in quantitative analysis and modelling, including economic evaluation.
- Educated to degree level, highly literate, and an experienced user of MS Office software.
- Better Business Case Practitioner Accreditation.
- The candidate will be expected to work nationally as required with travel to clients and sites via public transport and by hire car requiring a driving license.
Profile
- Familiarity with project methodologies (RIBA and GRIP) and town planning/consents.
- Proven track record of writing tenders with a high success rate.
- Excellent commercial skills with responsibility for ensuring projects are delivered within programme and budget.
