Senior Operations & Maintenance Manager - Metro

A well-known end client is looking for a Senior Operations & Maintenance Manager - Metro to join a well-established team in Doha, Qatar.

The purpose of the Senior Operations & Maintenance Manager is to develop operational & Maintenance strategy by exercising effective leadership in planning, development, and management of End client Service Delivery Department in relation to delivery of operational services for Metro project while developing & achieving standards & internal targets for safety, operations, service reliability, and customer service.

EDUCATION

Bachelor or master's degree in engineering, Facilities or Operational management or other railway related area.

Membership of Institute of Railway Operators or other relevant professional engineering associations desirable.

EXPERIENCE

  • 12 years of general operations and or maintenance management experience.

Formal or hands on prior experience of ideally an operational Metro in an engineering and maintenance discipline such as signalling, rolling stock or civil engineering.

Professional Training

  • Working knowledge of train scheduling, train utilisation, control centre operations, station operations, train operations and depot operations.
  • Thorough understanding of the rail systems basics such as driverless trains, moving block signalling systems, traction power supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions and operations.

SKILLS
Must be a skilled manager in communicating, motivating and developing staff.

  • Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
  • Excellent analytical reasoning ability and capable of making decisions on complex matters.
  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
  • Thorough understanding of all aspects of safety issues related to railway operations.

Duties & Responsibilities

STRATEGIC

  • Provides strategic direction, planning, and managing development & implementation of policies, procedures, and work instructions for aligning department's operations to the committed performance targets to ensure operations efficiency and performance.
  • Provides strategic management, planning, and managing the development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts.
  • Meets Key Performance Indicators according to targets agreed with O&M Director in areas of: Management of client and contractor interface, delivery of study reports on time, preparations for launch of service.
  • Develops strategies to restore & recover services affected by operational incidents, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaises with the emergency services and agencies for assistance;

OPERATIONAL

  • Manages effectively processes & resources to meet requirements of Metro customers e.g., service frequency, punctuality, cleanliness, and provision of information.
  • Leads & participates on behalf of End client in development and updating of standard operating procedures and work instructions due to changes in customer's requirements, legislation, work process and methods and etc.
  • Leads & participates in development and updating of maintenance operating procedures and instructions due to changes in system maintenance.
  • Reviews any non-conformances and Safety Notices raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales.
  • Defines maintenance level requirements of assets related to the Metro
  • Liaises with the Service Provider to ensure completion of operations and Maintenance tasks relative to the Metro to ensure that the output is consistent with the contractual requirements
  • Leads development of plans & processes to ensure infrastructure, trains and other Metro assets are safe for operations, which includes development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and reactive maintenance

PEOPLE

  • Develops Service Delivery Department and coordinates resources including hiring and management of qualified operations and maintenance personnel
  • Provides leadership to subordinate managers for the resolution of complex issues, compliance matters and potential problems related to operations and maintenance
  • Provides direction to subordinate managers regarding engineering activities and maintenance works of their functional areas
