Senior LRT Manager - service delivery Operations & Maintenance

To develop operational & Maintenance strategy by exercising effective leadership in planning, development, and management of for an end client Service Delivery Department in relation to delivery of operational services for LRT project while developing & achieving standards & internal targets for safety, operations, service reliability, and customer service.

Job Requirements:

* Bachelor or masters degree in engineering, Facilities or Operational management or other railway related area.
Membership of Institute of Railway Operators or other relevant professional engineering associations desirable.

EXPERIENCE:
* 12 years of general operations and or maintenance management experience.
Formal or hands on prior experience of ideally an operational LRT in an engineering and maintenance discipline such as signalling, rolling stock or civil engineering. Additionally, a general manager role in an operational LRT in either a Stations, train or integrated operational control room environment is desired

PROFESSIONAL TRAINING
* Working knowledge of train scheduling, train utilisation, control centre operations, station operations, train operations and depot operations.
* Thorough understanding of the rail systems basics such as driverless trains, moving block signalling systems, traction power supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions, and operations.

SKILLS:
* Must be a skilled manager in communicating, motivating, and developing staff.
* Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events, and emergencies.
* Excellent analytical reasoning ability and capable of making decisions on complex matters.
* Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
* Thorough understanding of all aspects of safety issues related to railway operations.


STRATEGIC
* Provides strategic direction, planning, and managing development & implementation of policies, procedures and work instructions for aligning department's operations to the committed performance targets to ensure operations efficiency and performance.
* Provides strategic management, planning, and managing the development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts.
* Meets Key Performance Indicators according to targets agreed with O&M Director in areas of: Management of client and contractor interface, delivery of study reports on time, preparations for launch of service.

OPERATIONAL
* Manages effectively processes & resources to meet requirements of LRT customers e.g., service frequency, punctuality, cleanliness, and provision of information.
* Leads & participates on behalf of End client in development and updating of standard operating procedures and work instructions due to changes in customer's requirements, legislation, work process and methods and etc.
* Leads & participates in development and updating of maintenance operating procedures and instructions due to changes in system maintenance.
* Reviews any non-conformances and Safety Notices raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales.
* Defines maintenance level requirements of assets related to the LRT
* Liaises with the Service Provider to ensure completion of operations and Maintenance tasks relative to the LRT to ensure that the output of the Service Provider is in line with agreed work requests
* Leads development of plans & processes to ensure infrastructure, trains and other LRT assets are safe for operations, which includes development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and reactive maintenance.
* Captures & devises plans aimed at identifying risks associated with contractors and third parties working on or in the vicinity of LRT, including interface with Contractors during the defects liability period.

Accountability:
The job holder will be accountable to verify quality of outputs from the Service Provider against the programmed activities, to ensure delivery of all operational & maintenance matters within LRT Service Delivery, to provide service delivery input to all HAZOP, risk and design reviews with regard to LRT operations and Maintenance and to develop contracts for the eventual end state operator(s) of LRT.
